MINUTES OF FEBRUARY 10, 1997

 

LEGISLATORS: DELFINO, SPRECKMAN, YOUNG, DONOVAN

Chairman Delfino called the meeting to order at 9:12 A.M. Legislator Young motioned to approve the minutes of February 3, 1997 and was seconded by Legislator Spreckman.

 

Chairman Delfino explained that the Committee on County Officers and Departments (COD) does not have to interview individuals for re-appointments. The individuals have already been appointed by the County Executive, and confirmed by COD, they already meet all the criteria, therefor, this committee is only required to put the re-appointment to a vote.

 

The first re-appointment was Jeffrey M. Brensilver, as a member of the Board of Health. Legislator Spreckman motioned to approve and was seconded by Legislator Young. The motion was approved by a vote of 4-0.

 

The second re-appointment was Mary Beth Landy, as a member of the Board of Health. Legislator Spreckman motioned to approve and was seconded by Legislator Young. The motion was approved by a vote of 4-0.

 

Legislator Noto had forwarded a copy of a letter from the secretary of the Westchester County Association of Fire Chiefs to the County Executive expressing support for the proposed changes to the County Fire Service. The committee reviewed the letter, and received and filed it on motion from Legislator Young and seconded by Legislator Spreckman. The motion was approved by a vote of 4-0.

 

The County Executive forwarded a copy of a letter of consent, accepting a gift of $10,000 from IBM for the training of their two explosive detection dogs. The committee reviewed the letter. Chairman Delfino thought it was an item that really should have gone to public safety, but since it was already in this committee, he will tell Legislator Darcy, who chairs Public Safety that it was received and filed. Which was done on motion from Legislator Donovan, and seconded by Legislator Young. The motion was approved by a vote of 4-0.

 

The Clerk of the Board forwarded a designation of Deputies for the District Attorney. The committee reviewed the item. Legislator Spreckman motioned to receive and file, and was seconded by Legislator Donovan. The motion was approved by a vote of 4-0.

 

The next item was the appointment of Andrea Stewart -Cousins to the Hospital Board, as an ex-officio member. Chairman Delfino explained that this meant she would be a member of the board but would not be able to vote. Legislator Donovan motioned to approve , and was seconded by Legislator Spreckman. The motion was approved by a vote of 4-0.

At the start of Rocco Grassi’s interview, Chairman Delfino explained the process. The County Executive appoints the members of the Youth Board and by charter the COD Committee must confirm the appointment. The resolution then must go before the full board of Legislators at the next meeting, and is approved based on the recommendation of the COD Committee.

 

Chairman Delfino asked Rocco how he got involved with the Youth Board.

 

Rocco responded that a work colleague of his, Cheryl Chasin, who is the Co-Chair, recommended him. His first contact with the Youth Board was when he was hired to organize a retreat day. It is a large committee but with limited attendance. He is on a subcommittee, Youth Night.

 

Chairman Delfino asked Rocco what he thought the greatest need for our youths was.

 

Rocco Grassi felt it was improved services, in terms of education. We need to work with the Youths to bring about the services. We don’t get enough of their impute. We need more educational and social services for our kids.

 

Chairman Delfino asked about the concept of a club house where young people can congregate on a Friday or Saturday night.

 

Legislator Spreckman stated that Yonkers has different boys clubs and after school programs.

 

Rocco explained that they may be opening a teen center in Yorktown soon. He agrees, there needs to be more night services for young people. There is a wonderful rec.-room, but it levels off at age 16.

 

Legislator Young stated that in his district they have the boys club and midnight basketball.

 

Rocco believes that sports are very important. They give kids something useful, challenging and constructive to do.

 

Legislator Donovan motioned to approve Rocco Grassi as a member of the Youth Board, and was seconded by Legislator Spreckman. The motion was approved by a vote of 4-0.

 

Chairman Delfino briefly discussed the ethics code, stating that we will start discussing it in the March meetings.

On motion of Legislator Donovan, seconded by Legislator Spreckman, the meeting was adjourned at 9:38 A.M.
