Chairman Delfino called the meeting to order at 9:07 a.m.

On motion of Legislator Swanson, seconded by Legislator Spreckman the minutes of November 17, 1997 were approved by a vote of 5-0.

YOUTH BOARD:

Eva Dech: Chairman Delfino inquired as to how Ms. Dech learned of the position on the Youth Board. Ms. Dech responded that Ann Boyer and Tara Hardesy recommended her. Chairman Delfino went on to ask what Ms. Dech felt she could contribute to the Board. Ms. Dech stated that she would bring her experience working with adolescents in the community and her knowledge of the services that they need. She could add her expertise in these matters. She has attended four or five meetings already and feels there is a good cross section of people on the Board. She is trying to bring in more youths. There are a few slots open and she would like to get some more adolescents in them. Chairman Delfino stated that he believes Ms. Dech would bring a different perspective to the Board and was pleased she is giving her time to the Youth Board.

On motion of Legislator Swanson, seconded by Legislator Spreckman the motion to approve the Resolution confirming the appointment of Eva Dech as a member of the Youth Board was carried by a vote of 5-0.

PUBLIC UTILITY SERVICE AGENCY:

Gerard P. Cavaluzzi: Chairman Delfino asked Mr. Cavaluzzi how he heard about the position on the Public Utility Service Agency. Mr. Cavaluzzi stated that Gary Lynch who is the Chair, thought he would serve the agency well. He learned of this agency through his professional activities. When he was with the Cty Attny’s office in the early eighties the agency was being put together so he learned a bit about it then. Chairman Delfino asked Mr. Cavaluzzi to explain a little bit of what the agency does. Mr. Cavaluzzi briefly explained that it is a way of purchasing power at a low cost. The County gets the best cost and then passes on the savings. They have consultants working with them and have done a good job staying on top of the market. Chairman Delfino asked why Mr. Cavaluzzi wanted to be involved in this agency. Mr. Cavaluzzi responded that he works for an engineering firm in a technical area. It is interesting to him to see what will develop and how the County can take advantage of what happens in the market.

On motion of Legislator Young seconded by Legislator Swanson the motion to approve the Resolution confirming the appointment of Gerard P. Cavaluzzi as a member of the Public Utility Service Agency was carried by a vote of 5-0.

COMMUNITY COLLEGE BOARD OF TRUSTEES:

Angela Korniczky: Chairman Delfino asked Ms. Korniczky what enticed her into getting involved with the Board of Trustees. Ms. Korniczky responded that she is basically and educator and councilor. She has her own ideas of what is wrong in education. We need to get the standards up. Legislator Swanson interjected that she felt Ms. Korniczky’s experience as Chairperson of the Elmsford Homeless Committee is helpful. She understands the underprivileged. She can help mold the college for the future.

On motion of Legislator Swanson, seconded by Legislator Young the motion to approve the Resolution confirming the appointment of Angela Korniczky as a member of the Community College Board of Trustees was carried by a vote of 5-0.

YOUTH BOARD(REAPPOINTMENT):

Dean Reben: Chairman Delfino explained that there had been a question on his attendance. He then passed out a copy of Mr. Reben’s attendance record. He had attended all but two meetings. The Committee felt he did meet the requirements.

On motion of Legislator Young seconded by Legislator Spreckman the motion to approve the Resolution confirming the reappointment of Dean Reben as a member of the Youth Board was carried by a vote of 5-0.

On motion of Legislator Spreckman, seconded by Legislator Donovan the motion to recess at 9:34 a.m. was carried by a vote of 5-0.

Chairman Delfino called the meeting to order at 9:56 a.m.

REFUSE DISPOSAL DISTRICT NO. 1 ADVISORY BOARD:

James W. Finch, Jr. : Chairman Delfino asked Mr. Finch how the committee was going. Mr. Finch stated that it is going well. The time is right for this committee, it is a major issue, especially in Mt. Vernon. This is because they have physical limitations, they do not have the land. Mr. Finch stated that he will be representing Mt. Vernon and the Southern tear. Chairman Delfino stated that he knows what Mr. Finch has contributed to his community and the County and applauds him for giving his time.

Chairman Delfino motioned to recess at 10:02 a.m. and was seconded by Legislator Spreckman. The motion was carried by a vote of 5-0.

Chairman Delfino called the meeting to order at 4:17 p.m.

On motion of Legislator Young, seconded by Chairman Delfino the motion to approve the Resolution confirming the appointment of James Finch, Jr. as a member of the Refuse Disposal District No. 1 Advisory Board was carried by a vote of 5-0.

Legislator Young motioned to adjourn the meeting at 4:19 p.m. and was seconded by Chairman Delfino. The motion was carried by a vote of 5-0.
