Chairman Delfino called the meeting to order at 9:27 a.m.

On motion of Legislator Spreckman, seconded by Legislator Young the minutes of November 3, 1997 were approved by a vote of 4-0.

Police Commissioner Patrick Carroll withdrew his name from the Traffic Safety Board. On motion of Legislator Swanson, seconded by Legislator Young the motion to receive and file the appointment of Police Commissioner Patrick Carroll to the Traffic Safety Board was carried by a vote of 4-0.

TRAFFIC SAFETY BOARD:

Chief Robert Dagostino: Chairman Delfino asked Chief Dagostino how he got involved with the Traffic Safety Board. Chief Dagostino explained that about a year and a half ago he went to a Traffic Safety meeting. The meeting was on bicycle safety. They discussed the bicycle unit in law enforcement. Chief Dagostino then participated in a show at the middle school also regarding the bicycle unit in law enforcement. The response was unbelievable. He was then contacted and asked if he would be interested in being on the Traffic Safety Board. Chairman Delfino asked Chief Dagostino how he felt about traffic safety, the roads, traffic and if it would be effected by privatization of public works. Chief Dagostino responded that the roads in his area are maintained beautifully. He is of the belief that the people who know the business really know the business. He believes that a County worker doing the job has a vested interest in the work as opposed to if it were privatized. Chairman Delfino asked what Chief Dagostino felt were the major traffic issues. Chief Dagostino stated

that he felt the public transportation in the northern end of the County was lacking. The routes are not sufficient. The County has to look towards some sort of equalization for the northern part of the County. People want affordable transportation.

On motion of Legislator Swanson, seconded by Legislator Young the motion to approve the Resolution confirming the appointment of Chief Robert Dagostino as a member of the Traffic Safety Board was carried by a vote 4-0.

Neil Bush: Chairman Delfino inquired how Mr. Bush got the appointment to the Traffic Safety Board. Mr. Bush responded that he was nominated by a personal friend of his, Bob Caldwell from the Dept. of Transportation in Scarsdale. Mr. Bush served with Mr. Caldwell in the Operation Safe Stop Program This is the program where all cars must stop when the school buses stop. Law enforcement officials follow the school buses to ensure that people are stopping. Chairman Delfino asked Mr. Bush what he could bring to the Traffic Safety Board. Mr. Bush stated that he represents the insurance industry. He takes a risk management approach. He puts the insurance industry view point on some of the issues. He will see that there is more education with the public to know what the law is. From an operation safe stop point of view one of the things he has spoken to people about is, not only is it an offense, not only will it cost you $250.00 in fine money, not only will it put five points on your license, but that five points will translate into a 75% surcharge on your insurance. From that approach, using risk management techniques he feels he can bring another perspective to the Board. Legislator Swanson asked if Mr. Bush had attended any meetings. Mr. Bush responded that he had. He went on to say that it is a very diverse group. It encompasses bicycle clubs, concerned citizens, law enforcement, thruway authority and more. This diverse group gives an opportunity to work on a wide range of issues. There is no tunnel vision.

On motion of Legislator Swanson, seconded by Legislator Spreckman the motion to approve the Resolution confirming the appointment of Neil bush as a member of the Traffic Safety Board was carried by a vote of 4-0.

On motion of Legislator Swanson, seconded by Legislator Young the motion to approve the Resolution confirming the Reappointment of Sheila Morris as a member of the Women’s Advisory Board was carried by a vote of 4-0.

On motion of Legislator Young, seconded by Legislator Swanson the motion to approve the Resolution confirming the Reappointment of Harold Stern as a member of the Police Board was carried by a vote of 4-0.

On motion of Chairman Delfino, seconded by Legislator Swanson the motion to approve the Resolution confirming he Reappointment of Regina Pockl as a member of the Women’s Advisory Board was carried by a vote of 4-0.

Chairman Delfino asked Legislator Young to bring the topic of the ethics reform up for discussion in his caucus. Chairman Delfino stated he will also try to get some feed back from Legislator Abinanti.

Legislator Swanson motioned to adjourn the meeting at 9:55 a.m. and was seconded by Legislator Young. The motion was carried by a vote of 4-0.
