COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS MINUTES NOVEMBER 3, 1997 LEGISLATORS: DELFINO, YOUNG, SWANSON, SPRECKMAN, ABINANTI STAFF: MORO There is a tape on file for more detailed information. Chairman Delfino called the meeting to order at 9:27 a.m. Legislator Spreckman motioned to approve the minutes of October 20, 1997 and was seconded by Chairman Delfino. The motion was carried by a vote of 5-0. Legislator Spreckman motioned to approve the minutes of October 27, 1997 and was seconded by Chairman Delfino. The motion was carried by a vote of 5-0. WOMENS ADVISORY BOARD (WAB): Louise Waller: Chairman Delfino asked Mrs. Waller how she found out about the opening on the WAB. Mrs. Waller responded that she had written about a year and a half ago, about doing some work for the community. She got a questionnaire asking what she was interested in, what groups. This was one of the three Boards she responded that she would be interested in serving on. Chairman Delfino asked how she could contribute to the WAB in respect to her background as editor and in publishing and product management of book sales. Mrs. Waller stated that it is a concern she has had for many years. When she worked for Holt, she served CBS, which owned Holt, on the Womens Advisory Committee. She found it very interesting to deal with. She has always been interested in womens issues in relation to the books they published, at various publishers. It is important to see where the glass ceiling is, for women to be aware that there is such a thing. It is less now than when she first started out. She feels that women on the advisory committee at CBS did do a lot for bringing womens concerns into the late 20th century. On motion of Legislator Spreckman, seconded by Legislator Young the motion to approve the Resolution confirming the appointment of Louise H. Waller was carried by a vote of 5-0. PARKS, RECREATION AND CONSERVATION BOARD (PRC); Rory J. Bellantoni: Chairman Delfino asked Mr. Bellantoni how he heard about the appointment. Mr. Bellantoni responded that he had been interested for some time, he had put feelers out, then Tim Sheehan on the board notified him of the opening. Chairman Delfino inquired as to how Mr. Bellantoni became interested in recreation. Mr. Bellantoni explained that he worked at Playland when he was fifteen, during the summers and winters for about ten years. He grew up in that park. His parents actually met in the park, his grandfather was the inspector of the parkway police, and was assigned to that park for many years. He has a love in his heart for Playland, that is where his interest grew from. Chairman Delfino stated that he serves as liaison to the PRC board. They are a policy making board. User fees are very important to the people of this County. It is a form of taxation. He went on to caution Mr. Bellantoni in regards to user fees which continue to go up, and the same people seemed to be hit with the fees again and again. He feels it hurts the people on the lower end of the spectrum. The parks are paid for by taxation, to hit a certain class of people who use those parks is double dipping in a sense. He feels it must be marketed and expensed properly. Legislator Abinanti agreed. He stated that a position like this is not just overseeing parks and saying how pretty they are, or what should we build over here or there. There is a whole business responsibility to this too, you get to set fees and make policy determination that have as much of an impact on people as some of the stuff the legislators do. Mr. Bellantoni was of the same opinion. He feels that they should look to other sources and solutions for generating revenue for the parks rather than to increase the user fees on the golf courses and at playland. Chairman Delfino stated that he is pleased with Mr. Bellantonis philosophy and hopes COMMITTEE ON COUNTY OFFICERS & DEPARTMENTS MINUTES - NOVEMBER 3, 1997 PAGE 3 he stays with it. Mr. Bellantoni would like to see more done with the County center to generate revenue. On motion of Legislator Spreckman, seconded by Legislator Young, the motion to approve the resolution confirming the appointment of Rory J. Bellantoni as a member of the Parks, Recreation and Conservation Board was carried by a vote of 5-0. Legislator Young motioned to adjourn the meeting at 9:55 a.m. and was seconded by Legislator Abinanti. The motion was carried by a vote of 5-0.
