COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS

MINUTES OF JANUARY 27, 1997

LEGISLATORS: DELFINO, SWANSON, SPRECKMAN, YOUNG, DONOVAN

STAFF: SANDFORD, MORO (BOL)

Chairman Delfino called the meeting to order at 9:12 A.M. Legislator Young motioned to approve the minutes of January 21, 1997 and was seconded by Legislator Swanson. Two individuals were asked in to be interviewed by the committee to confirm their appointment, by the County Executive, to the Women’s Advisory Board (WAB). At the start of each individuals interview Chairman Delfino explained the process. The County Executive appoints the members of the WAB and by charter the Committee on County Officers and Departments (COD) must confirm the appointment. The resolution then must go before the full board of Legislators at the next meeting, and is approved based on the recommendation of the COD committee.

The two main questions asked of the individuals were, how did they get involved with the WAB, and what would their contributions be.

The first interviewee was Olga Luz Tirado. She explained that she use to sit on the Hispanic Advisory Board and the Steering committee for the Westchester County Office For Women’s Annual "Woman Of The Year Award", for two consecutive years. She was contacted and asked to be on the WAB. She feels she could contribute because there is a lack of Hispanic representation on the WAB.

Legislator Delfino agreed there is a need to communicate with the Hispanic community, it was lacking. He hopes that they do something with the issue of health.

Olga has an advertising agency and they are launching a metro-region billboard campaign to encourage women over the age of 50 to get their free mammograms. She does have some community outreach and health background that could be of assistance in the WAB.

Legislator Spreckman stated that she works for the Office for the Aging and would like to work with Olga if she needs any help. She has a lot of Hispanics that come to her.

Legislator Spreckman motioned to approve Olga Luz Tirado as a member of the Women’s Advisory Board, and was seconded by Legislator Donovan. The motion was approved by a vote of 5-0.

Cheryl Burton explained that her contribution would be her experience and involvement in human/social services and as a psycho therapist. As a school social worker she comes in contact with lots of families. She feels there is a need of advocacy for women, regarding child care and health issues. Women either don’t know where to go or are intimidated by the system and need someone to help them get through it. She is bi-lingual which is very helpful to the women who are Spanish speaking. She will also network with the other women to get to know their areas of expertise.

Legislator Swanson motioned to approve Cheryl Burton as a member of the Women’s Advisory Board and was seconded by Legislator Young. The motion was approved by a vote of 5-0.

There being no further items for discussion, on motion of Legislator Swanson, seconded by Legislator Young the meeting was adjourned at 9:27 A.M.
