The Housing Committee is present to discuss a Resolution which would amend Section IV; Item C of the Westchester County Affordable Housing Plan. This amendment would add assisted/assistive living senior housing to the category of affordable housing eligible for certain funding under the County’s affordable housing guidelines.
After some discussion, Kaplowitz made a motion, on behalf of the Housing Committee to move this resolution for all purposes, seconded by Bronz.
On behalf of the Legislation Committee, Mosiello and Ryan made a motion to move it for all purposes.
Kaplowitz and Bronz made a motion to recess Housing.

Chair Stewart-Cousins asked that minutes from April 16th be read. They were accepted as read by motions by Bronz and Ryan.
The Chair of Minority Affairs, Clinton Young opened the Committee on Minority Affairs for the purposes of the joint meeting on Legislation/Minority Affairs.
The item to be discussed is Racial Profiling. The Co. Attorney’s office came with the amended committee report on Racial profiling, and a lengthy discussion took place regarding appropriate wording. It was agreed that the County Attorney’s office would delete the reference to the New York City Study of Traffic Stops. In addition, issues regarding how the accuracy of the reports of people and racial and ethnic characteristics could be assured as a result of a traffic stop.
Continued dialogue resulted in language clarification including the fine points and differences that distinguish between a traffic stop, check point stop, and a traffic violation. The normal procedures for each were elaborated upon by police personnel, who also advised that probable cause is not needed to conduct a traffic stop. A search, however, always required probable cause. It was agreed that the legislation language would refer to traffic stops and exclude checkpoint stops).
Chairman Young made a motion to adjourn for the Committee of Minority affairs, seconded by Bronz.
The next item of discussion was the State legislator’s proposed Elder Abuse Act. The Board consultant, Kevin Hynes was asked to present to the Committee the status of Assembly Bill 06227 which calls for an amendment to the existing social services law with regard to the “Elderly Abuse Protective Act.” It was agreed that legislators would be able to support the measure, if they desired, at the evening board meeting.
On motions of Abinanti and Bronz, the Meeting on Legislation adjourned at 2:54 p.m.
