MINUTES
AUGUST 15, 2000

The meeting was called to order at 1:05 pm.
MINUTES:
Legislator Bronz made a motion to approve the minutes of June 27, 2000 and was seconded by Chair Young. The motion was carried by a vote of 2-0.
Legislator Bronz gave a brief summary of the joint meeting that was held between the Housing, Community Affairs, Economic Development and Minority Affairs Committees. They discussed the downtown development in Port Chester and concerns about housing and those who may have to relocate. Port Chester Mayor Christine Korff attended and updated the Members on the situation. She gave a positive response to the concerns and indicated that the primary concern for the Village at this time is economic development, stability and income. At the conclusion of the meeting it was agreed that Mayor Korff would host a trip to Port Chester on September 18th. (Minutes from this meeting are on file).
Chair Young added that the issue of outreach efforts to minority contractors was also discussed. Mr. Mike Murphy, Village Manager, assured the Members that there was indeed an outreach and that he would communicate with the Committee on Minority Affairs if additional help were needed in seeking out minority & women owned-businesses.
Mr. Chang proceeded to inform the Members that Mrs. Dodds has begun to research whether local municipalities have adopted a policy or practice that seeks out minority and women-owned businesses. Mrs. Dodds supplied the Members with copies of a Resolution from the City of New Rochelle (on file) that states that the City will actively
encourage minority and women participation in their contracts that go out to public bid. The Members thanked Mrs. Dodds for efforts.

Chair Young suggested that the Kathy Davidson, County Attorneys Office, be invited to come before this Committee and discuss this matter. Ms. Dodds informed the members that she is tentatively scheduled for a joint meeting with the Housing and Minority Affairs Committees on October 30th.
MLK Bd. Of Directors
Chair Young stated that Bruce Bozeman has contacted the members of the MLK Statue Board of Directors and that they have filled out the appropriate legal paperwork. The Board of Directors is up and running.
Legislator Bronz made a motion to receive & file Item #1 (A memo from George Latimer to Clinton Young requesting that the Committee conduct a review & evaluate the Countys public information pamphlets) and was seconded by Chair Young. The motion was carried by a vote of 2-0.
Item # 2 is a copy of Legislator Bronz letter to the County Executive regarding affirmative action in County-funded projects. Legislator Bronz suggested that this matter be discussed further when she receives a response from the Administration.
The next meeting will be held on September 19th and the MLK Statue will be discussed.
Chair Young informed Legislator Bronz that he has been asked by County Executive Andrew Spano to represent him on behalf of the Westchester County Trade Delegation in Hong Kong and China. He will be there from August 28th to the 13th of September.
