Due to the lack of a quorum, Chair Young held an informal meeting.  He introduced Mr. Herbert Padilla who is a member of the Hispanic Advisory Board.  Mr. Padilla expressed his concern regarding the Hispanic community being able to compete fairly for business in Westchester.  Chair Young and Mr. Padilla had a brief discussion on the issue.
