The meeting was called to order at 1:09 p.m.

Legislator Bronz motioned to approve the minutes of July 21, 1998 and was seconded by Chair Young. The motion was carried by a vote of 2-0.

Sub Committee on Courthouse Renovations:

Chair Young met with the Administration last week. There will be an announcement of the selection for construction management by August 1, 1998. All discussions indicate that the firm that has been chosen has a track record of inclusion of minorities and women.

CRA:

There is no update at this time. There will be substantial information by the middle of September. There was a suggestion that they broaden the scope of the look at the CRA.

Sub Committee on Affordable Housing:

Legislator Bronz circulated a memo to all the Legislators requesting they submit names for the sub committee.

Minority Health:

This Committee is waiting for Legislator Abinanti to set this in motion. If nothing transpires by the middle of August then they will set the date to meet at another Health Center.

Other – Affirmative Action:

In the middle of September, Edward Dowdy, the Coordinator of Affirmative Action, will address the Committee on the first six (6) months of the year.

Other – Needs of the Spanish Speaking Community:

Legislator Bronz stated that Bill Randolph is checking into conducting a survey that verifies within the County departments, how we address the needs of Spanish speaking individuals.

Other – Clay Tiffany - Police Brutality:

Mr. Tiffany has a TV show and is an activist. He gave a very detailed and lengthy description of the police brutality he has knowledge of and has experienced personally in Ossining and Briarcliff. He feels there is a cover up of racist and brutal acts by the Briarcliff and Ossining Police. He went on to say that there is no where to go with these complaints, he feels there needs to be a County Wide Civilian Complaint Review Board, that is not political. Legislator Bronz stated that in another Committee they are discussing the formation of a Human Rights Commission with subpoena powers.

The next meeting is scheduled for August 18, 1998 at 1:00 p.m.

Legislator Bronz motioned to adjourn the meeting at 2:00 p.m. and was seconded by Chair Young. The motion was carried by a vote of 2-0.
