DRAFT MINUTES COMMITTEE ON MINORITY AFFAIRS JULY 8, 1997 12 NOON
Present: Chair: Clinton I. Young, Jr. Member: Bob Darcy Secretary: Lynne Creighton Vaughn Glanton, Residence Manager, WESTHAB Employment Resident.
The meeting was called to order at 12:05pm by Mr. Young.
The minutes of May 27 and June 10 were moved on motion of Mr. Darcy, seconded by Mr. Young, passed by a vote of 2-0.
Mr. Young said that he had sent another memo to County Attorney Marilyn Slaatten regarding the proposed legislation for Minority and women-owned business record keeping.
Mr Young introduced Mr. Glanton who gave a summary of the WESTHAB Employment Resident Program and provided statistics on employment and housing and related to the committee some concerns.
- There are currently 69 men enrolled in WESTHAB, 54 are fully employable, 14 limited employable and 1 unemployable. 8 are starting full-time employment.
- There are 22 in mental health treatment and 27 in part-time substance abuse treatment.
Mr. Glanton said that the men are sent to work at various County worksites at 7:30am and return at 2:30pm. They are supervised by County employees.

Mr. Glanton expressed some concern regarding workers with mental problems who take medication and are assigned to tasks which requires them to operate machinery.
Mr. Darcy expressed his concern and suggested discussing this matter with the Supervisor of General Services through the Committee on Minority Affairs.
Mr. Young agreed with Mr. Darcy and said the committee would invite General Services in for dialogue and invite Mr. Glanton to attend.
On motion of Mr. Young and seconded by Mr. Darcy, the meeting was adjourned at 12:30pm.
