DRAFT MINUTES COMMITTEE ON MINORITY AFFAIRS OCTOBER 28, 1997 12 NOON
PRESENT: Chair, Clinton I. Young, Jr. Members: Lois Bronz Secretary: Lynne Creighton Staff: Pat Gorski, Aldo Vitagliano The meeting was called to order at 12:15pm by Mr. Young. The minutes of October 14 were approved on motion by Mrs. Bronz, seconded by Mr. Young, passed by a vote of 2-0. Mr. Young invited Mr. Vitagliano to the meeting to discuss the proposed Act for minority and women-owned businesses before presenting it to the full board. Mr. Vitagliano said that he had read the submission from the County Attorney, which is a proposed Local Law to amend the County charter by specifically approving a provision for minority and women owned businesses. Mr. Vitagliano pointed out that the Local Law would address a weakness in our proposed policy, whereas the policy would require the approval by the County Executive. Some provisions of the proposed policy would direct the Administration to perform certain functions. This is not within the authority of the Board of Legislators.

Part of the Proposed Act is the creation of a Technical Assistance Plan Committee, to develop a plan reasonably calculated to provide business enterprises owned by minorities and women with educational, technical and informational assistance regarding public bidding and purchasing and procurement requirements.
Mrs. Bronz had some questions regarding the Technical Assistance Plan Committee, such as seeing the committee function effectively, and who would serve on the committee. Mr.Vitagliano suggested waiting until the new County Executive is in place, since there may be some consolidation of departments, which has been discussed in the past. Mr. Vitagliano suggested scheduling the proposed legislation for a public hearing and Mrs. Bronz made the motion to vote it out of committee and schedule a public hearing, seconded by Mr. Young, passed by a vote of 2-0. At the Monday, November 3 Board meeting, the board will vote to set the public hearing for November 17. The next item for discussion was whether to ask Commissioner Stancari, Department of Corrections to meet with the committee concerning allegations of confrontations between female African American correction officers and white male correction officers. Mr. Young will call the commissioner to set up a date to meet with the committee. On motion of Mrs. Bronz, and seconded by Mr. Young, the meeting was adjourned at 12:45pm, passed by a vote of 2-0. |
