DRAFT MINUTES COMMITTEE ON MINORITY AFFAIRS OCTOBER 8, 1996 12 NOON
PRESENT: Chair: Clinton I. Young, Jr. Members: Lois Bronz Lynne Creighton, Secretary Albert Williams, AAAB
The meeting was called to order at 12:20pm by Mr. Young.
The minutes of October 1 were approved on motion of Mrs. Bronz, seconded by Mr. Young by a vote of 2-0.
Mr. Young reported that he received some response from the Administration, on the request for information having to do with Minority contracts, and also received copies of contracts that he requested, so that he can track how these contracts were awarded. Mr. Young said that he does not think the other information he requested from the County Executive is forthcoming and that it has been made clear that it will not be made available. Mr. Young wanted to emphasize that he had received a response to only one request.
Mrs. Bronz asked Mr.Young the results of his meeting with the County Executive last week and Mr. Young reported that they discussed the nature of his request. Mr. ORourke asked why Mr. Young wanted the requested material and Mr. Young responded that the information was pertinent to the committees goals and objectives. Mr. ORourke made it clear that the information was not going to be made available to the committee.
Mr. Young said that Demetrius Patterson from Gannett had also requested the same information and has not received a response to his request. Mrs. Bronz wanted to know if the Editorial Board was looking into the matter and Mr. Young reported that Ed Tagliaferri from the Editorial Board was also involved in getting the information.
Mrs. Bronz suggested that Mr. Young, as Chair of the Committee on Minority Affairs, write a letter to the County Executive thanking him for taking the time to meet with him, and ask that the committee have an opportunity to speak to the commissioners and/or department heads who keep records that are as close to this information as possible.

Mrs. Bronz said she would like to see confirmation in writing that the conversation took place and to see if there is another avenue to getting the information.
Mrs. Bronz would like to invite Napoleon Holmes to a meeting, as he has state forms that are used in reporting the kind of activities that the committee is interested in, and listen to his comments on the kind of data that he was looking for.
Mr. Young asked Lynne to contact Mr. Holmes to see what would be a convenient time for him to meet with the committee. Mr. Young also said he would get the communication to Mr. ORourke out as soon as possible.
Mr . Young said that the mailing requested by the AAAB has indeed gone out.
Mrs. Bronz reported receiving a call from Jamie Hastings regarding the AAAB mail which was left with the Personnel Dept. and wanted to know if Mrs. Bronz knew anything about it, and whether it might be related to committee activities. Mrs. Bronz summarized the AAAB mailing situation for Ms. Hastings and said she was assured that the mailing would be sent out by the end of the week.
Mr. Young suggested that the AAAB request a meeting with the County Executive, letting him know their concerns. Mr. Williams replied that the AAAB was indeed in the process of composing a letter to Mr. ORourke.
Mr. Williams reported meeting with a minority contractor who expressed his concerns with trying to do business with the County.
Mrs. Bronz suggested that the committee look into the possibility of compiling a booklet that would outline how to get on the bidding list, to include departments and commissioners, who have an obligation to go out to bid, and some basic information about dividing of contracts to include minorities.
After further discussion, Mrs. Bronz moved to adjourn the meeting at 12:45pm, seconded by Mr. Young, by a vote of 2-0.
