DRAFT MINUTES COMMITTEE ON MINORITY AFFAIRS SEPTEMBER 10, 1996 12 NOON

The meeting was called to order at 12 Noon by Mr. Young, who acknowledged the presence of Dr. Dyett and Mr. Molloy.
There was a discussion on the Administrations lack of response and dodging of questions to letters sent by the committee in relation to opening doors for Minority and women-owned businesses and other requested information.
Mr. Young stated that although responses from Administration came back in a timely manner they were without any real substance.
Mr. Young would like (with the unanimous agreement of the committee) to ask Chairman Oros to call for an Audit of Compliance with EEO regulations.
Mr. Darcy asked whether minority and women-owned businesses are being given the opportunity to bid on County work and does the Administration send out requests for bids. The second part of Mr. Darcys question was whether Administration had a list of minority and women-owned businesses that outlined the capabilities of those businesses.
Mr. Young responded that the listing was in the form of the Directory on Minority and Women-Owned Businesses. Mr. Young said that he was told by Administration that all department heads and commissioners received this directory and that it was utilized for business opportunities for minorities.

Mr. Young felt that the committee had no way of confirming that Administration was in fact using the directory to offer opportunities to minority businesses.
Mr. Darcy suggested that the committee prepare a questionnaire and send to each business in the directory, asking if they have received a request to bid on a job.
Mrs. Bronz suggested that the committee request a meeting with County Executive ORourke, indicating the committees displeasure with the lack of response to the committees requests, and that the committee is contemplating other avenues to pursue this information.
After further discussion on this matter, the committee decided that a letter would be sent to Chairman Oros, informing him of this discussion and that they would like the matter to be addressed at the next Leadership meeting.
The Minority Vendor Fair, scheduled for October 3 will take place some time in December (date to be determined).
The minutes of August 20 were moved by Mr. Darcy and seconded by Mrs. Bronz and approved by a vote of 3-0.
Mr. Young entertained a motion to adjourn at 1:00pm, moved by Mr. Darcy and seconded by Mrs. Bronz. |
