DRAFT MINUTES COMMITTEE ON MINORITY AFFAIRS JULY 9, 1996 12 NOON
PRESENT: Chairman: Clinton I. Young, Jr. Members: Lois Bronz Bob Darcy Lynne Creighton, Secretary, Barbara Monohan, County Executives Office
The meeting was called to order at 12 Noon by Mr. Young. The minutes of June 18 were approved as amended on motion of Mrs. Bronz, seconded by Mr. Young.
Mrs. Bronz reported that she had attended the Minority Contractors Breakfast, which was interesting and informative, with good resource people present.
Mrs. Bronz said that the contractors expressed their usual frustration at not being able to have entree to available resources. Mayor Davis of Mt. Vernon suggested that the Minority Contractors Association be a conduit for providing specific experiences to help contractors work their way through the system.
Mr. Young said that he had addressed the Minority Contractors Association a few weeks ago, informing them of the mission of the Committee on Minority Affairs. Mr. Young would like to invite representatives of the MCA to the next committee meeting, which will be July 23. Mr. Young will also invite the Hispanic Advisory Board to meet with the committee on that date.
Mr. Young would like the committee to have adequate time to review the Policies On Discrimination in the Workplace and Sexual Harrassment, and feels that the committee needs two weeks to review the material and make a decision on the written training material, as the committee will have to schedule training for the legislators if they feel the material is adequate.

Mr. Darcy questioned whether the material the committee received from Administration was indeed an established, written Policy and Procedures Manual. He said the material the committee received was a program, not a policy.
Mrs. Bronz said the appropriate place for a policy statement would be the Office of Affirmative Action.
Mr. Darcy asked Mrs. Monohan to obtain a copy of the Countys Personnel Policy and Procedure Manual, including the management portion, if, in fact, there is a difference in copies that are distributed. Mr. Darcy said that the material in this manual will determine the policy of the committee.
Mr. Young said that after reviewing the Training portion of the manual the committee will be able to determine if that portion is suitable for training for the legislators, and then get into the Policy aspect of the manual.
Mr. Darcy would like to contact some of the major corporations in the area to compare their training program to that of the County, and their policy and procedures.
Mr. Young said that he will ask Dan Rodriguez to look into the matter, as he is also checking out the discrimination/EEO aspect of the program.
Mr. Darcy suggested contacting the Westchester County Association and Mrs. Bronz suggested the Westchester County Chamber of Commerce.
After further discussion on this matter, the meeting was adjourned at 12:20pm on motion of Mr. Darcy and seconded by Mrs. Bronz by a vote of 3-0.
