COMMITTEE ON MINORITY AFFAIRS

JUNE 18, 1996

PRESENT: Chairman: Clinton I. Young, Jr. Members: Lois Bronz

The meeting was called to order at 12:05pm by Mr. Young.

 

The minutes of June 11 were approved on motion of Mrs. Bronz, seconded by Mr. Young.

 

Mr. Young said that the next meeting of the committee will be July 9, due to vacation plans.

 

Mrs. Bronz wanted to know if Mr. Donovan was invited to today’s meeting regarding Tara Circle and Mr. Young said that he had spoken to Mr. Donovan with reference to a new resolution that came out the day of the committee’s last meeting. Mr. Young said he explained to Mr. Donovan why he was not supportive of the original resolution, but that due to changes Mr. Donovan made in the new resolution Mr. Young did sign it, not as Chairman of Minority Affairs but as a legislator. After his communication with Mr. Donovan Mr. Young did not see the need to have him address the committee.

 

Mr. Young said that he would give Mrs. Bronz the information on Sexual Harrassment for her review, as well as Mr. Darcy.

 

Mr. Young further stated that he had not received a response from Gina Angiulo with reference to Disrcimination in the Work Place, but that Don Sandford had informed him that Executive Order #1 is the County’s policy on discrimination and and as a result Mr. Young saw no necessity for followup with Gina.

 

Mr. Young said he will talk to Mr. Oros regarding an article in the paper with reference to purchasing policies and procedures of sending out bids to firms for computers, and Mr. Oros’ printed comments regarding this matter. Mr. Young would like to see more minority participation without having to go through the whole prequal process.

 

There was a discussion on the upcoming Minority Vendor Fair and Mr. Young said that he would like to see the list of invitees expanded. Mrs. Bronz would like to see this event covered by the press, as well as radio and television.

Mr. Rodriguez said that the Hispanic community would like to become involved with the activities of the committee, with both Republicans and Democrats interested and that he would provide Mr. Young with information to help in addressing certain areas in the County that need to be addressed.

 

Mr. Young asked Mr. Rodriguez to invite all interested Hispanics to sit in on committee meetings and Mrs. Bronz suggested inviting the chair of the Hispanic Advisory Board. Mrs. Monohan will supply the committee with the name of the chair.

 

Mr. Young said that he has been in communication with Larry Dwyer of the Westchester County Association, who indicated that his organization will have available approximately $15 million, set aside to promote minority and women-owned businesses and Mr. Young would like to see that appropriate individuals receive this information.

 

Mrs. Bronz suggested asking Mr. Dwyer to send the committee a letter regarding the available funds and Mr. Young would like to invite him to meet with the committee. Mrs. Bronz also said that WCA had hired a part-time minority consultant to oversee this project and that she would like him to also meet with the committee.

 

Mr. Young entertained a motion to receive and file the following agenda item, seconded by Mrs. Bronz:

 

1G: Hon. Andrew Donovan: Forwarding a proposed resolution condemning acts of

bigotry and hatred toward Irish-Americans and urging the Justice Department

to conduct a complete investigation of the civil rights violations against

supporters of Tara Circle. (2.26.96)

 

The meeting was adjourned at 12:30pm on motion of Mr. Young, seconded by Mrs. Bronz.
