DRAFT MINUTES COMMITTEE ON MINORITY AFFAIRS JUNE 11, 1996 11:00 AM
PRESENT: Chairman: Clinton I. Young, Jr. Members: Lois. Bronz, Bob Darcy Secretary: Lynne Creighton Barbara Monohan, County Executives Office
The meeting was called to order at 11:15 am by Mr. Young. The minutes were approved as amended on motion of Mrs. Bronz, seconded by Mr. Darcy, by a vote of 3-0.
Mr. Young said that Chairman Oros had charged the committee with the responsibility of monitoring or being participants with reference to the pending lawsuits, looking further into Affirmative Action, EEO, discrimination, etc.
Mrs. Bronz said it was appropriate for the committee to be involved and assumed involvement would take the form of periodic updates and current information.
Mr. Young said that he had received the Countys Policies and Procedures Guidelines/binder on Sexual Harrassment from Gina Angiulo, but did not receive the Countys Policies and Procedures Guidelines/binder on Discrimination in the Workplace. He asked Lynne to remind him to write a letter to Gina requesting the missing information.
Mrs. Bronz suggested that this information be put in a looseleaf binder for easier access and Mr. Young said he would see that it would also be available to the board.
Regarding Tara Circle, Mr. Young said that the Position Paper speaks only for Minority Affairs and that every member of the board received a copy and that in the future he will ask for the input of the board to make a broader statement on behalf of the committee.

Mr. Darcy wanted to know if Mr. Donovan felt the Minority Affairs Committee had approached the situation adequately and Mr.Young said he would like to invite Mr. Donovan to meet with the Committee on Minority Affairs, as he expressed disappointment that the committees position was not strong enough and that the position paper did not deal specifically with Tara Circle. Mr. Young further stated that he invited Mr. Donovan to speak with Legislator Wishnie, Mr.Darcy and the Minority Affairs Committee but he did not respond, but he did write a new resolution.
Mr. Young asked Lynne to write a letter to Mr. Donovan, inviting him to meet with the Committee on Minority Affairs regarding Tara Circle.
Mr. Young mentioned that he had written a letter to Jamie Hastings, which stated that, due to lack of cooperation on the part of the Administration in relation to his function as Chairman of the Committee on Minority Affairs, Ed Dowdy, Director of Affirmative Action, would no longer be requested to attend the weekly meetings.
Mr. Young felt that since Mr. Dowdy could not answer specific questions without the approval of Administration the situation was too uncomfortable for both Mr. Dowdy and the committee.
Mr. Young further stated that if Mr. Dowdy was invited to attend future meetings, he would send a letter to Jamie Hastings with specific questions for him to address.
Mrs. Bronz suggested that the committee meet with County Executive ORourke regarding this matter.
Mr. Darcy said that he would like Mr. Dowdy to be brought back to the committee regarding specific areas and to answer specific questions.
After recapping the main points of the meeting, the meeting was adjourned on motion of Mr. Darcy and seconded by Mr. Young by a vote of 2-0. (Mrs. Bronz left earlier to keep an appointment.) |
