DRAFT MINUTES COMMITTEE ON MINORITY AFFAIRS MAY 28, 1996 11:00 AM

The meeting was called to order at 11:10 a.m. by Mr. Young.
Mr. Dowdy gave a presentation on Executive Order No. 1--1996, which restates and revises Westchester Countys Equal Employment Opportunity Policy.
The order includes a statement of policy and policy objectives, assigns implementation responsibilities and details discrimination complaint procedures which now include a formal appeals process.
Mr. Dowdys presentation included a description of the duties of the EEO office, (formerly known as Affirmative Action) the types of problems the office handles as well as those that are not handled by his office, the procedure for filing complaints and statistics of complaints broken down by gender, grade, ethnicity and salary range for every position in the County.
After a question and answer period Mr. Dowdy ended his presentation, due to the fact that Legislator Darcy had to leave for another meeting. Mr. Dowdy will continue his presentation at the next meeting of the Committee on Minority Affairs, to take place on Tuesday, June 11 at 12Noon.
Before Mr. Darcy left, the committee voted to present a Position Paper to the Board of Legislators, condemning individual acts of bigotry and hatred in any form because of race, creed, ethnicity, religion, or culture, on motion of Mrs. Bronz and seconded by Mr. Darcy, by a vote of 3-0.
The minutes of May 21 were approved with corrections as stated, by Mrs. Bronz, seconded by Mr. Young, by a vote of 2-0.
Mrs. Bronz would like a proposal for a Change of Committee Name put on the Agenda.
On motion of Mr. Young and seconded by Mrs. Bronz, the meeting was adjourned at 11:50 am.
