COMMITTEE ON MINORITY AFFAIRS

APRIL 30, 1996

Present: Chairman: Clinton I. Young, Jr. Members: Lois Bronz, Bob Darcy

Secretary: Lynne Creighton Ed Dowdy, Director, Affirmative Action

 

 

The meeting was called to order at 12:05 PM by Mr. Young.

 

The minutes of June 23 were approved on motion of Mr. Darcy, seconded by Mr. Young, by a vote of 3-0.

 

There was a discussion on the Minority Vendor Fair, and Mr. Young explained to Mr. Darcy (who was not present during last week’s discussion on the topic) that the focus of this event would be on full-scale networking among the vendors, as well as educating them on the right way to do business with the county.

 

Mr. Darcy said that he would like to see more business done by County people and Mr. Young said that Commissioner Landi is scheduled to meet with the committee

and would be able to provide figures in terms of the amount of business, number of contracts and the dollar amounts allocated to Minority and women-owned businesses.

 

Mr. Dowdy reported that the Directory on Minority and Women-Owned Businesses

is in production and he should have enough copies for the committee within the next two or three weeks and several hundred for the Minority Vendor Fair.

 

Mr. Dowdy suggested sending the invitees a copy of the directory beforehand so that they can be better prepared to actively participate.

 

The directory will be sent to a designated person in each municipality as well as state legislators.

 

Mr. Dowdy said that the County will discontinue the publication of the directory, due to the cost of publication ($30,000).

 

Mr. Dowdy gave a summary of the Executive Order, which outlines the County’s commitment to providing equal opportunities to all individuals in its personnel and employment practices and to carrying out an Equal Employment Opportunity (EEO) policy for responding to employee complaints of discrimination.

Mrs. Bronz would like the committee to meet with the Deputy County Executive

regarding the Executive Order and the Purchasing Review Committee.

 

Mr. Young said that he had spoken with Dr. Rapoport, who had planned to attend today’s meeting, but due to a health problem in Mt. Vernon was unable to attend.

He will meet with the committee within the next few weeks.

 

Mrs. Bronz reported that she had received a brochure from Rita Brown of the YWCA regarding health problems of African American women.

 

Mr. Darcy said that Public Safety had met with Jeanine Pirro regarding a proposal for an anti-bias crime unit within the District Attorney’s office to investigate and prosecute bias crime.

 

On motion of Mr. Young and seconded by Mrs. Bronz, the meeting was adjourned at 12:45 by a vote of 3-0.
