COMMITTEE ON MINORITY AFFAIRS

APRIL 16, 1996

PRESENT: Chairman: Clinton I. Young, Jr. Members: Lois Bronz, Bob Darcy

Secretary: Lynne Creighton Ed Dowdy, Affirmative Action

 

 

The meeting was called to order at 12:10 P.M. by Mr. Young.

 

The minutes were approved on motion of Mrs. Bronz and seconded by Mr. Darcy by a vote of 3-0.

 

Mr. Young mentioned that he had given Mr. Chance’s business card (Environmental Data Consultants) to Legislator Kay Carsky, Chairman of the Committee on the Environment.

 

Mr. Young said that two consultants were supposed to attend today’s meeting in reference to putting cash machines at the Westchester County Airport, but were not able to make it.

 

Mr. Darcy mentioned that he would not be able to attend the Dialogue On The Poor Sessions, sponsored by WESTCOP, scheduled for April 26 at 11:00 A.M. in New Rochelle. Mrs. Bronz said that she planned to attend and mentioned that another one was being held at the Slater Center in White Plains on May 2 at 11:30 A.M.

 

Mr. Darcy said that he felt there would be a lot of feedback from these sessions on the closing of the Department of Social Services office in New Rochelle and that it was not a good move.

 

Mrs. Bronz mentioned that in 1995 she had been in four meetings with representatives from the Department of Social Services regarding the situation and had presented a proposal to administration which would have provided "satellite

services", but that nothing ever developed from these meetings.

 

Mr. Darcy said he had heard that the Mt. Vernon office was in complete disarray, and that files had been lost, which meant that clients once again had to bring in all the necessary documents to get recertified.

Mrs. Bronz would like to make an unannounced site visit to the Mt. Vernon office to observe the situation, talk to clients and have a follow up discussion with Commissioner Glass.

 

After further discussion on this matter, it was decided that the committee will make an unannounced visit to the Mt. Vernon office , at a date to be determined.

 

Mr. Young mentioned that Barbara Monohan would be in the following week to discuss the Minority Vendor Fair, to be held at the County Center at a date to be determined.

 

Mr. Young thanked Mr. Darcy for his support in reference to a matter related to the Budget Committee.

 

Mrs. Bronz reported that the Committee on Community Affairs and Housing met on April 15 to take a look at the third year for CDBG programming. and the presentation will be made to the entire board within the next few weeks.

 

The meeting was adjourned at 12:35 P.M. on motion of Mr. Darcy and seconded by Mrs. Bronz, by a vote of 3-0.
