LEGISLATION COMMITTEE

Chairwoman Stewart-Cousins asked the committee to approve two sets of minutes.  Legislator Rogowsky requested to have his inquiries on behalf of creating “smoking rooms” be made part of the minutes.  The accepted amendment led to the broader discussion of attribution of comments in the minutes.  The Chair and the committee agreed that legislator’s specifically wishing to be quoted in the minutes would state “for the record” to assure the inclusion of their quote(s).

 

Legislator Rogowsky approved both sets, with amendment on the minutes of February 24th  and September 14, 2002. Legislator Ryan seconded the motion to approve both September 18, 2002 and February 24, 2003.

All in favor:  5-0

 

Next, the Chair invited the Law Department to discuss their findings on the liability issues raised by legislators in discussion the proposed local law to make Child Safety Seats available in for-hire vehicles.  According to the County Attorney, proposed amended language states the county’s requirement that for-hire vehicles comply with Federal standards and would be seen as a viable defense in the event of an accident involving a child injured while riding in a car seat.

 

Leg. Ryan made a motion to move the amended legislation for public hearing, seconded by Leg. Rogowsky. 

 

At 12:11 pm Chairwoman Stewart-Cousins accepted motions made by Leg. Ryan seconded by Leg. Oros to adjourn the meeting.
