Chairwoman, Andrea Stewart-Cousins called the meeting to order at 1:22 pm. The agenda reflects items #111 and #112. The item would permit the County Executive to itemize the budget. The purpose is to illustrate the money spent on State mandates and better inform the public.
Larry Schwartz represented the County Executive’s office in the discussion which raised questions about current language in legislation and what, in fact, is a “mandate”. Budget Director, Kate Carrano justified the appearance of mandates on tax bills because mandates must be paid and property tax offers a guaranteed revenue stream and thus, the source of payment for the mandates.
The committee was reluctant to change the language and requested County Attorney to provide further explanation of the Local Law which would amend § 283.301 of the Laws of Westchester County to itemize the costs contained in the County’s Tax Bill.
The committee agreed to meet again on Tuesday, Nov. 12th at 11:30.
Chairwoman Stewart-Cousins accepted motions to adjourn from Leg. Bronz, seconded by Leg. Rogowsky. The meeting was adjourned at 2:55 pm
