The Chair called the meeting to order at 1:25 p.m.

 

The Chair asked Mr. Scheinkman to address the legislation that

would create gun-free zones around every school in Westchester

County.  She stated that this legislation has been passed for a

public hearing by the Committee on Public Safety and Criminal

Justice chaired by Legislator Ryan.

 

Mr. Scheinkman stated that this legislation would promote safety and

security by prohibiting the possession or discharge of a gun within seven hundred and fifty feet of any school, college, university or child day care or educational facility.  This law exempts the possession of a gun pursuant to the terms of current licensing laws.

 

After much discussion which included the need for a “gun” free zone vs a “weapon free zone, Legislator Ryan made a motion to move the legislation for a public hearing.  Seconded by Legislator Abinanti.  All in favor 7-0.

 

Legislator Stewart-cousins thanked Mr. Scheinkman for his presentation.

Legislator Ryan made a motion to move the above items; seconded by Legislator Bronz.  All in favor 5-0.

 

It was agreed to request the Chairs of the Plumbing and Electrical Boards to come in and update the committee at the next Legislation Committee meeting.

 

Legislator Ryan made a motion to adjourn.  Seconded by Legislator Bronz.  All in favor 6-0.

 

The meeting adjourned at 2:50 p.m.
