The Chair called the meeting to order at 12:55 p.m.
SURPLUS COMPUTER EQUIPMENT LEGISLATION: Mr. Elliot addressed the committee on the revise legislation. Legislator Stewart-Cousins stated that changes discussed at the last meeting were not present in the draft before the committee. The County Attorney agreed to revise the document to include the changes.
Legislator Stewart-Cousins introduced Mr. Angelo Lomiento, President, Precision Bartending School. Mr. Lomiento explained the TIPS (Training for Intervention Procedures)program to the committee. Mr. Lomiento stated that the TIPS program addresses the misuse as well as proper use and handling of alcoholic beverages. TIPS teaches servers to recognize behavior problems. He gave out information on the effectiveness of the TIPS program. TIPS, offers 6 hours of training to people who sell alcoholic beverages in bars, restaurants, hotels and liquor stores. Mr. Lomiento informed the committee that a licensed instructor must administer the training sessions. There is a fee for this training (this charge is determined by the trainer) Mr. Lomiento stated that he would send a copy of training tapes and a list of the states that are currently implementing the program.

It was agreed by all members of the committee that the TIPS program would be effective throughout the county. The Chair thanked Mr. Lomiento for his presentation.
TRASH HAULERS:The Chair requested that Mr. Scheinkman address the committee on the amended solid waste licensing law. Mr. Scheinkman stated that the proposed changes actually advance the implementation plan. The final deadline for completion of initial Class A, B & C-2 licensing process is 12/31/2000 instead of 4/1/2001. He informed the committee that the Budget Committee had signed out a pay plan amendment for $50,000 to fund the salary of Executive Director for the balance of the year. The committee was given copies of the amended Phase 1 Implementation - Class A, B & C-2 Licenses.
Legislator Stewart-Cousins thanked Mr. Scheinkman for his presentation of the amended legislation. The committee agreed to support the proposed amendment which will be offered from the floor by Mr. Abinanti.
Legislator Bronz moved that the minutes of July 26, 1999 be approved. Seconded by Legislator Abinanti. The motion carried 5-0.
