The meeting commenced at 12:30 PM. The Committee discussed two different resolutions. The first resolution seeks to amend section 863.312(2) and 863.313 to include landscapers which provide "routine and seasonal maintenance" in the "home improvements" licensing scheme and to require the display of County issued decals on all vehicles utilized in connection with licensed landscaping and gardening activities. Mr. Robertson of the County attorney’s office explained this resolution and its effect on the trash hauling law.

The purpose of the second Resolution is to carryout the procedures set forth under State law relating to the County’s Comprehensive Solid Waste Management Plan, which are necessary to eliminate the majority of those persons presently licensed from the requirements of obtaining a Class "D" license under the Westchester County Solid Waste and Recyclables Collection Licensing Law. This resolution was also discussed by Mr. Robertson.

Leg Abinanti moved to put the amendment to the consumer protection law out for public hearing purposes, seconded by Leg. Ryan. All in favor [5-0] (Leg. Oros signed without prejudice).

Next the minutes of June 1, 1999 was discussed. Leg. Maisano moved to sign-out, seconded by Leg. Ryan. All in favor [6-0]. The meeting ended at 1:00 PM.
