MEMBERS: Andrea Stewart-Cousins (Chair), Thomas Abinanti, Lois Bronz, George Latimer, (Chairman of the Board), James Maisano, Louis Mosiello, George Oros, and William Ryan

LEGISLATOR(S): Katherine Carsky, Ursula LaMotte, Bernice Spreckman and Suzanne Swanson

STAFF: Lisa LeFever and Bob Spolzino

GUEST(S): Jo Brill (LWV), Geraldine King (WBWPC), Harriet Leib (LWV), Karen Pasquale (CEO), Liz Salvi (Cty. Atty’s Office) and Charlotte Scheinberg (LWV-W)

The meeting commenced at 1:50 PM. The first items for discussion were the minutes for May 4, May 11 and May 26. The May 4 minutes were verified and amended, May 11 and May 26 were accepted.

The second issue raised was the Campaign Finance Reform language. It was stated that the Committee would hear what the public has to say at the Legislative meeting held on Monday evening, June 1. Since Legislators want the language clear so that the public knows what is asked of them, it was suggested that a paragraph be added to the Referendum (main body) making it clear that this Commission would have the power to set up a system of public financing.

A discussion on ways to word referendum language proposed by Leg. Abinanti included:

    • There shall be a Westchester County Campaign Finance Board charged with administering any local law establishing an optional system for public financing of campaigns.

Or

    • There shall be a Campaign Finance Board charged with establishing a system of campaign finance reform including public financing of campaigns.

Leg. Bronz suggested a straw poll to decide the question prior to going forward at the next meeting.
