LEGISLATION COMMITTEE MINUTES, JUNE 8, 1998

The meeting commenced at 1:50 p.m. with a motion to accept the minutes for June 1, 1998, Leg. Bronz moved for acceptance and the motion was seconded by Leg. Ryan. Leg. Stewart-Cousins presented straw poll options relating to Campaign Finance Reform for the committee to begin discussion. There were four options written on the chalkboard representing the substance of discussions that occurred on June 1, 1998. The point of the poll was to clarify the policy direction with regard to Campaign Finance, acceptable to a majority of the committee. Item one - Singer Commission Report "as is" with public financing applying to both County Executive and County Legislature (4 in favor). Item two - Singer Commission Report with a referendum triggered by the Board selection and a clear statement on the use of public money for campaign financing (5 in favor). Item three - A modified Singer Commission Report with public financing applying to CE only (3 in favor). Item four - Amending the Singer Commission Report to take out public money (3 in favor). Because of the need of another public hearing to reflect the majority vote of the committee, there was a discussion of the need to "blue sheet" the changes to the proposed legislation at the next committee meeting. Leg. Mosiello voiced concern about effectively educating the public should a referendum go to the public in November. Leg. Ryan suggested a plain language referendum. Leg. Latimer voiced concern over language that indicated the Campaign Finance Board would "establish", as opposed to "administer and enforce" legislation created by the Campaign Finance Board. Legislator Abinanti said he would continue to work with the County Attorney and the Chair to craft appropriate language for presentation at the next meeting. Next, a brief description of proposed legislation to fill vacancies on the Board was given by Leg. Oros. Because, this too is a time-sensitive issue, the topic will be continued at the next meeting for possible "blue sheet" inclusion.

The meeting was moved to adjourn by Abinanti and seconded by Maisano. Meeting ended at 3:07 p.m.
