Legislation Committee MINUTES, April 7, 1997
MEMBERS: Thomas Abinanti (Chair), Joseph Delfino, Paul Noto, Andrew Albanese.

GUEST(S): Amy Paulin (LWV), Charlotte Schrienberg (LWV), Harriet Leib (LWV), and students from various districts.
The meeting commenced at 1:45 PM.
The first item for discussion was the minutes of April 1, 1997. Leg. Delfino moved to approve, seconded by Leg. Noto. All in favor [3-0] (Leg. Albanese out for vote).
Next, the Committee discussed the Handgun Accountability Act. Leg. Delfino asked how this Resolution differed from the version passed in 1994. Leg. Abinanti explained that paragraph four of the resolution was added to emphasize that the Board was seeking simple renewal procedures which were the minimum necessary to insure compliance with State law. Leg. Delfino questioned why Nassau and Suffolk County renewal period is five (5) years and Westchester County is only four (4) years. Leg. Abinanti stated that after some debate it was the consensus of the Committee in 1994 to use four (4) years. In addition, Leg. Abinanti stated that he would like to see the time frame coordinate with the renewal period for driving licenses. Leg. Noto stated he does not believe that the DMV will become involved with gun licensing. Leg. Delfino stated that he would like to be consistent with other communities. Leg. Noto moved to amend the renewal time in the proposed resolution from four (4) years to five (5) years, seconded by Leg. Delfino. All in favor [3-0] (Leg. Albanese out for vote). Leg. Noto moved to sign-out, seconded by Leg. Delfino. All in favor [4-0].
Leg. Delfino moved to adjourn. The meeting ended at 2:30 PM.
