The meeting commenced at 3:50 PM.

 

The first item for discussion was the minutes of January 28, 1997. Leg. Noto moved to approve, seconded by Leg. Latimer. [4-0] All in favor (Leg. Delfino out for vote).

 

The next item for discussion was agenda item C-46, term limits. Marcia M. Lee, President of Term Limits for Westchester, Inc, opened the discussion and discussed how the proposed bill would limit the number of terms that a County Legislator can serve (6 two-year terms), and limit the number of terms that the County Executive can serve (3 four-year terms). The clock would begin to run the day the bill becomes law. Leg. Abinanti asked Ms. Lee to contact Mr. Vitagliano to discuss the inclusion of the District Attorney and County Clerk in this proposal. Ms. Lee stated that the term of years would be the maximum and cannot be exceeded even if a person has served a part of a term. Leg. Mosiello asked whether it was appropriate for the Committee to decide what is best for the "people". Ms. Lee stated that according to polls taken of Westchester, the people are in favor of term limits. Leg. Abinanti asked Ms. Lee to forward these statistics to the Committee.

 

Next the Committee discussed "Marshlands". Leg. Latimer briefly discussed the proposal, and moved to sign-out, seconded by Leg. Mosiello. All in favor [5-0].

Finally, the Committee discussed a proposal by Leg. Abinanti to amend the State election law in relation to campaign finance reform applicable to Westchester. The proposal would setup a schedule of permitted maximum campaign contributions for individuals, corporations and PACS. Leg. Abinanti is open to amendments to the proposal. Leg. Latimer discussed what transpired at the last meeting which he attended of the County Public Financing Study Committee and identified some items on which they had reached a consensus. The Committee will continue to address this issue.
