The meeting was called to order at 11:25 a.m. by Legislation Chairman, Tom Abinanti.
Chairman Abinanti opened the discussion on the proposed Electricial Licensing Board legislation. Mr. Abinanti explained that a task force headed by Legislator Wishnie and including the County Attorneys representatives and members of the electrical industry had worked diligently to devise a change in the County law which would create an Electrical Licensing Board and regulations to govern the licensing of Master Electricians in the County of Westchester. The document was then discussed in detail. Mr. Abinanti noted that the proposal had been discussed and changed by the Committee several times before the final draft. The question was raised whether to require insurance as a condition of licensing. Mr. Wishnie stated that the local municipality should set insurance requirements. Mr. Abinanti suggested that present insurance procedures be fully researched before amending the proposal. Regarding Section 277.703(8), a request was made to the County Attorney to change the language to generic terms. Two (2) issues arose regarding Yorktown and Mr. Abinanti suggested that the questioner ask the Yorktown Supervisor whether they were of concern to the Town. The Committee members agreed to several technical corrections to be made by the County Attorneys office. On motion of Legislator Mosiello, seconded by Legislator Noto the local law was moved, for all purposes. Motion carried 4-0. The Committee recessed at 12:45 p.m. and reconvened at 1:00 p.m. Legislator Andrea Stewart-Cousins joined the Committee to discuss the proposed Local Law regarding Minority & Women Owned Business Enterprises. The Committee discussed the purpose of the legislation: to set a policy for the County, and institute certain record keeping requirements which reflect the Countys goal to use its best efforts to encourage, promote and increase participation by enterprises owned and controlled by persons of color. On motion of Mr. Noto, seconded by Mr. Abinanti, the legislation was reported out of Committee by a vote of 3-0. Mr. Mosiello was out for the vote. Next, the Committee discussed the Project Labor Agreement. Legislation which was previously reported to the floor. The legislation would adopt a Local Law similar to the existing County Executives order was held over for further consideration. Mr. Abinanti suggested the addition of certain language which would reiterate the Countys policy against discrimination. On motion of Mr. Noto, seconded by Mr. Abinanti and carried by a vote of 3-0, the Committee voted to sign out the revised legislation as a substitute for the previously-reported out legislation. Mr. Mosiello was out for the vote. The meeting adjourned at 1:35 p.m. on the motion of Legislator Delfino, seconded by Legislator Abinanti. Tape of meeting on file. |
