The meeting commenced at 4:00 PM.

The first item for discussion was the minutes of November 12, 1996. Leg. Noto moved to approve, seconded by Leg. Mosiello. All in favor [5-0]. Next, the December 15, minutes were reviewed. Leg. Delfino moved to accept, seconded by Leg. Noto. All in favor [5-0].

Next the Committee discussed a Home Rule Request for both the Senate and the Assembly, "An Act to Amend the public authorities law, in relation to the creation of the Westchester County Health Care corporation system and providing for the rights, powers, duties and jurisdiction of such corporation". Leg. Noto moved that both be approved, seconded by Leg. Mosiello. All in favor [5-0].

Next the Committee discussed the possibility of including some or all of the following items in the 1997 Legislative Package: 1. Sales Tax Extension; 2. Medical Center Governance; 3. Permanent funding for Westchester Institute of Human Development; 4. Raise County Bonding Cap; 5. State take over of Medicaid; 6. Title XX-day care;

7. Handgun Accountability Act; 8. State take over of costs for Early Intervention and Pre-Kindergarten Programs; 9. Modification of Wicks Law Requirements; and

10. Revaluation.

Leg. Noto moved to adjourn, the meeting ended at 5:15 PM.
