MINUTES
COMMITTEE ON LEGISLATION
Tuesday, September 9, 1997

Chair Abinanti called the meeting to order at 11:35 a.m.
On motion of Mr. Mosiello, seconded by Mr. Latimer, the minutes of
August 12, 1997 were approved and carried by a vote of 4-0.
Mr. Latimer raised a question regarding the request made to the Legal
Department for a synopsis of the proposed Electrician Licensing Law as referenced in the
minutes of August 12. Mr. Abinanti then asked Liz Salvi to show the reference to Mr.
Meehan to insure follow through on the request.
The Committee then discussed other agenda items and took the following
actions. On motion of Mr. Latimer, seconded by Mr. Noto, it was carried by a vote of 4-0,
that a memo be prepared for next years Legislation Committee listing the agenda
items which were not brought to fruition during this Committees term and part of the
Committees Report.
The agenda items to be included are as follows:
Item B-4: Hon. George Latimer:
Forwarding a copy of his memorandum to the Commissioners of Elections re: computerization
of campaign finance statements. (4/22/96) (This item was briefly discussed in Committee
on June 11, 1996. Further discussion proposed with Hon. Leg. Latimer)

Item B-7: Hon. George Latimer: Forwarding
the draft of the proposed "Council of Governments" from the office of the
County Executive.
Item C-7: Hon. Thomas Abinanti:
Forwarding a letter from the New York Turf and Landscape Association, Inc. requesting an
amendment to the current Westchester County Consumer Affairs License. (This item was
discussed in Committee on June 25, 1996).
Item C-82: Hon. George Latimer: Forwarding
a "Request" from the State DEC to the Village of Larchmont asking for
exceedingly detailed information which must be provided in a very short time frame.

Item A-2: Hon. George Oros: Forwarding a
memorandum to the Board regarding A.2419/S.2430 the On-time State Budget Bill. (3/10/97)

Darcy: Forwarding a proposal from the New York State Rifle and pistol Association,
Inc. and the Westchester County Firearm Owners Association, Inc. calling for
computerization of the County Clerks pistol license record system. (Item also

Item C-67: Hon. Lois Bronz: Forwarding a letter
from a Westchester Resident expressing concern about the systematic dismantling of New
York States Preschool Special Education Program. (4/7/97) [Moved by Mr. Noto, 2nd by
Mr. Mosiello, vote 4-0]
Item C-74: County Executive Communication:
Proposed legislation authorizing the initiation of an action, if necessary, on behalf of
the County in order to extinguish certain covenants and restrictions preventing public
bathing or other public use, encumbering the property known as "The Sochurek
Property". (4/23/97) [Moved by Mr. Mosiello, 2nd by Mr. Noto, vote 4-0]
Item C-77: Hon. Paul Noto: Forwarding a
proposed resolution urging the State to raise the minimum age of bartenders to 21 years of
age. (5/6/97) [Moved by Mr. Noto, 2nd by Mr. Latimer, vote 4-0]
Item C-83: Hon. Thomas Abinanti: Forwarding
a letter from the Senate Majority Leader in response to the letter sent to him by some
members of the Board regarding rent regulations. [Moved by Mr. Latimer, 2nd by Mr.
Mosiello, vote 4-0]
Item C-86: Hon. Thomas Abinanti: Forwarding
a copy of a letter from the Senate Minority Leader explaining the new rent laws. [Moved by
Mr. Latimer, 2nd by Mr. Mosiello, vote 4-0]
Next, the Committee chose to refer the following agenda item to the
Public Works Committee with a memo to the Committee Chair, Legislator Wishnie:
Item C-84: Hon. Joseph Delfino: Forwarding
a letter from the President of the coalition to protect North White Plains and White
Plains supporting the installation of a noise barrier on the Cross Westchester Parkway.

The Committee then decided to open a folder on Campaign Finance Reform
on motion by Mr. Noto, seconded by Mr. Mosiello, and carried unanimously by a vote of 4-0.
On motion of Mr. Noto, seconded by Mr. Mosiello, the meeting adjourned
at 12:05 p.m..
