COMMITTEE ON LEGISLATION

Meeting called to order at 11:44 a.m.

 

On motion of Mr. Noto, seconded by Mr. Mosiello, the minutes of September 9, 1997 were approved and carried by a vote of 4-0. (Mr. Abinanti was out for the vote.)

 

The first item for discussion was a request from Legislator Bernice Spreckman concerning her request for dispensing of an attendant at all gasoline stations (Item B6 on Leg. agenda.) Legislator Noto stated that he will notify Legislator Spreckman to be prepared for the next Committee meeting.

 

The Committee then discussed items to be received and filed. On motion of Mr. Mosiello, seconded by Mr. Latimer, the file on Term Limits was received and filed, carried by a vote of 4-0 (Mr. Abinanti was out for the vote.) The following agenda items were also received and filed by a vote of 5-0:

 

Item C-69: County Executive Communication: Proposed resolution requesting the New York State Legislature to enact enabling legislation allowing Westchester to impose and collect a one-dollar-a-day surcharge on hotel stays and car rentals and

to establish a dedicated fund for arts programs to replace the present system of property tax levy support. (Also referred to the Economic Development Task Force) (04/21/97) [Moved by Mr. Latimer, 2nd by Mr. Noto, vote 5-0]

Item C-78: Committee on Legislation: Local Law Intro 8-1997: Amending Chapters 107 and 110 of the Westchester County Charter to Limit the Terms of Office of the County Executive and the members of the County Board of Legislators. (05/13/97) (Recommitted - Board Meeting of June 2, 1997.) [Moved by Mr. Mosiello, 2nd by Mr. Latimer, vote 5-0]

Legislator Noto raised the question of why the Public Benefit Corporation (PBC) legislation had not been sent to the Legislation Committee which has jurisdiction over all legislation to be considered by the Board of Legislators. A discussion indicated that all of the members of the Committee agreed that major legislation should be reviewed by the Legislation Committee. Upon invitation by the Committee, BOL Chairman, George Oros joined the discussion and indicated that the PBC legislation is the subject of a Committee of the Whole and therefore will have input from all Legislators, and that the substance is appropriately considered by the Health and Medical Center Committee. The Committee members agreed that the subject of the PBC legislation will be a topic for discussion at the September 23rd meeting at 10:00 a.m., the Committee will then consider the originally scheduled subject of Electrician Licensing at 11:00 a.m..

 

On motion of Mr. Latimer, seconded by Mr. Noto, the meeting was adjourned at 12:17 p.m..
