Chair Abinanti called the meeting to order at 11:40 a.m.

On motion of Mr. Noto, and seconded by Mr. Delfino, the minutes of July 29, 1997 were approved and carried by a vote of 4-0.

Mr. Abinanti introduced Ms. Jeannie Richman from the League of Women Voters/Westchester and referred to her June 12, 1997 letter suggesting that the County adopt a new County Charter Provision for Districting. The discussion focused on redistricting standards and a proposal drafted by the League of Women Voters to amend the County Charter to conform to standards set forth in the Municipal Home Rule Law which Westchester County is not following because the Courts have ruled that the Municipal Home Rule is superseded by of the County Charter.

A memo will be forwarded to County Attorney Slaatten requesting an opinion inquiring as to the legal procedures to be followed to adopt such a Charter amendment.

On motion of Mr. Noto, seconded by Mr. Delfino, the meeting adjourned at 12:20 p.m..
