MINUTES COMMITTEE ON LEGISLATION Tuesday, July 29, 1997 11:00 a.m.
Chair Abinanti called the meeting to order at 12:10 p.m.
First, the Committee discussed Term Limits. County Attorney Slaatten noted that she has found no Court decision where the "life-time ban" has been upheld and that a Federal Court in the state of California deemed "life-time ban" as unconstitutional.
After a brief discussion, the proposal to amend Chapter 107 & 110 of the Westchester County Charter to limit the terms of the County Executive and members of the Board of Legislators was signed out of Committee and passed by a vote of 3-0, on motion by Mr. Latimer and seconded by Mr. Noto.
Next, on motion of Mr. Latimer, and seconded by Mr. Noto, the minutes of July 8, 1997 were approved and carried by a vote of 3-0.
Finally, the Committee discussed the Council of Governments. Mr. Latimer stated that the Council proposal was originally made in the Westchester 2000 report. The Gannett newspapers described the proposal as an opportunity for local governments to interact more formally with County government. Mr. Latimer referred to the draft of how the association could

be set up (Leg. Agenda Item B7): two County officials on the board (the County Executive and Chairman of the Board of Legislators) and a single representative (mayor and supervisor) from each city, town and village. The Committee will schedule to meet with Dr. Prezioso and others soon, to further discuss this issue.
On motion of Mr. Noto, seconded by Mr. Latimer, the meeting adjourned at 12:30 p.m..
