The meeting commenced at 3:40 PM.
The first item for discussion was item C-12, a proposed resolution co-sponsored by eight Legislators supporting the elimination of the names of elected officials from all manner of County Signage. Legislator Latimer moved to sign-out item C-12, seconded by Leg. Noto. All in favor [4-0] (Leg. Noto and Leg. Mosiello signed without prejudice).
The Committee then revisited the box-cutters issue. The Committee reviewed new language for two parts of this legislation. Leg. Mosiello moved to sign-out this legislation for both a public hearing and a vote, seconded by Leg. Latimer. All in favor [4-0]. Since this legislation reflects only ministerial changes, there was a second motion that it be substituted for the legislation presently on the agenda (motion by Leg. Mosiello, seconded by Latimer, all in favor [4-0]).
The Committee then considered item B-3, a proposed local law requiring a special election to fill a vacancy in the Office of County Executive. The Committee had discussed the draft legislation in the past and arrived at the conclusion that several changes needed to be made. The draft legislation dealt with a vacancy occurring more than six months before the expiration of the term of office of the County Executive. Due to this time frame, if the County Executive were to leave in June, under this legislation, a special election would be held during the Election process regularly held to select a County Executive for a new four-year term. Thus, there would be a primary for the four-year term, a special election to fill the unexpired term, and a general election all to be held within 2 months. It was proposed that the legislation be amended to change the time frame so the legislation would now deal with a vacancy more than 9 months prior to the expiration of the term. The Committee rejected the suggestion by Aldo Vitagliano that the time to hold the

election should also be changed from 90 to 120 days to create flexibility in the scheduling of the special election to avoid conflicts with other elections such as Village, Presidential Primaries or School Boards. Mr. Vitigliano agreed to research the issue of costs for a special election. The Committee also discussed whether an interim County Executive appointed by the Board should be ineligible to run for County Executive in the Special Election. A proposed draft will be presented at the next Committee Meeting.
