LEGISLATION COMMITTEE MINUTES, JUNE 18 1996

The first item for discussion was item C-13. This item was a proposal by Mr. Latimer co-sponsored by 16 legislators urging State DOT and Thruway Authority action to install rumble strips along I-287, I-97, I-87 and I-684. Leg. Noto moved the item, seconded by Leg. Mosiello. All in favor [5-0]
The next item for discussion was bar closings. The bar closing file was retrieved and the resolution to close bars at 3:00 AM was discussed. Leg. Noto motioned to sign-out, second by Leg. Latimer [4-2] (Leg. Mosiello and Leg. Abinanti voted in the negative).
The next issue for discussion is item C-11. A proposal from the League of Women of Voters urging the Board of Legislators to review the standards that are used to determine legislative district lines. Westchester County follows rules which are different from the rest of the State. The League of Women voters has asked that the Board of Legislators review the State standards and the County standards. Jeanne Richman and Amy Paulin discussed how currently the Charter prevails. Their proposal is to adopt the State standards and make them part of the County Charter. They discussed the State law and the standards. The one prevailing standard for district lines is the equality in population. Other standards are political subdivisions and contiguous and compact districts. Leg. Latimer suggested that this is a task the legal department may have to look into. This issue will continue to be addressed in the near future.
