Chairman Abinanti called the meeting to order at 3:45 P.M. The first issue under discussion was bar closings. The proposed resolution calls for 2:00 A.M. bar closing. and Legislator Noto proposed a modification of the resolution from 2:00 to 3:00 A.M. Legislator Delfino questioned the significance of the hour change. Leg. Noto pointed out that this conforms to Putnam & Connecticuts closing time, and thus would eliminate the crossing over from one municipality to another. In addition, there is less incentive to go drinking for less time. Leg. Delfino questioned whether more people are going to drive from the 2 - 3 hour rather than 3- 4. Leg. Mosiello discussed how the problem is not the time, rather the actual drinking and then the driving and dangers involved. He mentioned how this will only transfer the problem since his district is more city-like and in this district people usually walk to bars. Leg. Notos district is such that people usually drive. Leg. Moisello believes that the problem will increase because people in the City of Yonkers will begin to drive to the Bronx. Since the City of Yonkers has more people than the Village of Port Chester, this will result in an increase of drinking and driving.
George Latimer suggested a vote since everyone seems to have made up their mind. Leg. Moisello explains how it would be O.K. if we are solving two out of three problems; however, in this situation we are solving two and creating a third problem. Frank Cappola offered to gather statistics to support the view of Yonkers-based tavern owners. Leg. Albanese also asked for more time so he could check with local municipal officials.
Motion by Noto to move time to 3:00 am, second by Latimer. Chairman Abinanti got unanimous consent to change the legislation without a vote.

The next item for discussion was Licensing Plumbers. The Chairman will send a letter to Phil Gille and Frank Duffy asking for their input on two letters of complaint that have been received.
Item C-3, Gardeners. Committee will send letter to Mr. Tenelli of the New York State Turf Association asking for additional information as to what other communities are doing. The Committee would like to create a Gardeners folder and place all the documents on this matter in the folder so that it is available for review without being added to the agenda.
Electricians. Committee will send a letter to County Attorney forwarding proposal and asking her to draft State enabling legislation.
Item A-6 will be the topic of the Committees next meeting, Tuesday April 30th. at 7:00 P.M. at Greenburgh Town Hall.
On May 7th the Committee will discuss items B1 and A5.

THE FOLLOWING ITEMS REQUIRE ACTION:
The Committee would also like to set up a Reval. File and create a master list of all the files.
Item B-1 will be forwarded to the County Attorney to draft legislation.
Items C-1 and C-2. Mr. Sandford personally checked with administration, and this item had not been forwarded to Planning Dept. to draft environmentals. It has now been forwarded.
Item C-5 Leg. Abinanti asked that the proposed amendment by Leg. Mosiello be in writing, so that the item may be addressed.
Item D-1. Mr. Sandford will telephone Leg. Spreckman to check on this item .
Item D-2 this item will be sent to Minority Affairs on a motion by Leg. Albanese, second by Leg. Delfino. [6-0]
