On request by Legislator Delfino, the Committee discussed item C-7. Bob Donaly, senior investigator of Westchester County District Attorneys Office, explained that the proposed amendment to the retirement and social security law would provide twenty-year retirement for certain tier 3 and tier 4 criminal investigators. In 1988, a twenty-year bill for only tier 1 and tier 2 was passed. According to Mr. Donaly, the tier 3 and tier 4 investigators need the same protection. Legislator Albanese reminded the Committee of the recent murders of two county police officers. Legislator Albanese said that all police officers should be treated the same; therefore, he supports the amendment. The County Executive has also supported this proposal. Legislator Abinanti asked that the administration send information before Mondays Board Meeting regarding its support. This Amendment would only affect fourteen people in the County. Legislator Delfino mentioned how this item was signed out previously on two consecutive terms and this Amendment has a minimum impact on the budget of this County. Motion by Legislator Delfino, second by Legislator Albanese. Unanimous (without prejudice by Legislator Latimer, Legislator Noto and Legislator Abinanti). [6-0]
The next itemsfor discussion were items C-5 and C-8 . Legislator Latimer moved to received and filed item C-5, second by Leg. Delfino, all in favor. [6-0]
The next item for discussion was item C-6. Legislator Bernice Spreckman asked that the Committee consider legislation to require a dispensing attendant to be present at all gasoline stations. Legislator Spreckman discussed how this legislation would affect not only disabled, but also the elderly, mothers who cannot leave children unattended in their cars, people afflicted with arthritis who cannot turn the difficult gasoline knobs or pump the gas, persons allergic to gasoline fumes, and any person who may not wish to pump his or her own gas. Legislator Spreckman said the public should have the choice to pay more money and have an assistant help in dispensing gasoline. Legislator Abinanti suggested that each neighborhood be served by a gas station with an attendant available and that the

community be informed as to which gas stations provide this service. Legislator Abinanti suggested a community directory in order to inform the public. Representatives from service stations and petroleum companies both expressed their views during this meeting. Legislator Latimer suggested that the next logical step, before a vote on this law, would be to continue dialogue since there are concerns on both sides which still exist. Legislator Abinanti suggested the possibility of appointing a subcommittee to further discuss these issues.
