D R A F T M I N U T E S COMMITTEE ON LEGISLATION TUESDAY, MARCH 12, 1996 3:30 P.M.
PRESENT: Chair: Abinanti. Members: Noto, Mosiello, Delfino, Latimer. Legislators: Wishnie.
ALSO PRESENT: Jamie Hastings, Pat Gorski, Harriet Lieb, League of Women Voters; Liz Salvi, County Attorneys office; Daniel Eichhorn, John Parker, Board Interns.
Legislator Abinanti called the meeting to order at 3:30 p.m., noting upcoming meetings as scheduled:
March 19th: Licensing Laws for electricians and gardeners; according to an opinion by the County Attorney, State Legislation indicating power to approve may be needed by the County. Several representatives of the profession will be present.
March 26th: Full services at gas stations; pending opinion from the County Attorney, the Chair will speak with Legislator Spreckman to set hearing sites.
April 2nd: Bar Closings.
April 9th: Charter Amendment-Fiscal Year.
ITEM 2C3: Public Works Traffic Signs: Legislator Latimer proposes a draft law to eliminate the names of elected officials, as they are perceived as campaign signs at election time. Mr. Abinanti asked Ms. Hastings what types of signs are in existence, she replied the Department of Public Works has construction signs at all major sites, but have been eliminated within the last 18 months, 15 signs still exist prior to elimination policy. Mr. Abinanti asked if the policy is being following, she said not, due to costs.
The Department of Parks have several signs, such as "Welcome...", "Dont Litter", etc. throughout parks, pools, beaches and pathways. Mr. Abinanti thought the intent of policy was to eliminate all officials names and asked what can be done to resolve the issue. Ms. Hastings said some are temporary projects and suggests a formal request from the Board should be forwarded to have the signs eliminated.

Item A6: Correspondence from Legislators Carsky and LaMotte, RE: Protecting local businesses, was received and filed on the motion of Legislator Noto, seconded by Legislator Delfino [5-0].
Item 2C2: Local Law amending the creation of a domestic violence council, was received and filed on the motion of Legislator Noto, seconded by Legislator Latimer [5-0].
Item 2C7: Legislator Swansons correspondence regarding certain municipalities to circumvent the intent of the Pluming Law, was received and filed on the motion of Legislator Noto, seconded by Legislator Mosiello [5-0].
Item 2B3: Legislator Delfinos correspondence regarding certain municipalities trying to circumvent the intent of the Plumbin Law was received and filed on motion of Legislator Not, Second by Legislator Moseillo [5-0}.
Items 2C5 and 6 will be place in a separate "Bar Closing" File.
Items 2C8 and 2D2 will be place in a separate "Smoking File".
With no other business to discuss, the meeting adjourned on the motion of Legislator Noto, seconded by Legislator Latimer, at 4:30 p.m.
