The meeting commenced at 4:00 PM.

The first and only item on the agenda was a discussion of the proposed County law for the licensing of electricians. This meeting was a continuation of the September 17, 1996, Committee meeting. Representatives of the electrical industry and of the County Attorney’s office were present at this meeting.

The meeting addressed issues that were raised by the County Attorney’s office during their preliminary review of the proposed law. The Committee discussed several general issues such as the possibility of a person doing electrical work even if he or she is not licensed. The Committee discussed the Licensing Board and how it will be composed. Leg. Abinanti noted that the standard approach in this situation is appointment by the County Executive on approval or confirmation by the Board of Legislators. The position of Operating Officer for the Electrician's Licensing Board was also discussed.

In addition to these general topics, specific topics that were raised in the October 7, 1996, memorandum from the County Attorney’s were each discussed individually.
