Committee on Legislation Minutes of January 30, 1996
Members: Abinanti, Mosiello, Delfino, Latimer.

The meeting was called to order at 3:15 P.M. by Chairman Abinanti. The legislative package from last year will be discussed next week, and Mr. Ochacher recommended that the Committee move swiftly to establish their priorities. Legislator Latimer recommended that the package included only those items supported by a super-majority of the boards membership.
Chairman Abinanti asked Mr. Ochacher to check with Nassau, Suffolk, and Erie Counties for their legislative packages.
Legislator Latimer presented two letters (re: Marshlands and Read Sanctuary) that had been referred to the Committee on January 8th and asked that they be discussed soon. Chairman Abinanti will have them on the agenda for February 6, and asked Ms. Fratiani to have administration in for the meeting of February 14th.
Chairman Abinanti also would like the committee to consider a bidding preference for Westchester County-based contractors, and will send the administration a request for their input.
Mr. Ochacher updated the Committee on legislation pending in Albany. The merger of the LIRR and Metro North is apparently dead. However, the Assembly Ways and Means Committee is moving quickly on governance at the Westchester County Medical Center, and their is a possibility Westchesters plan could become a state model.
