MINUTES, December 3, 1996

MEMBERS:

Thomas J. Abinanti (Chair), George Latimer, Paul Noto, Joe Delfino

STAFF:

Aldo Vitigliano, Dolores Heredia, Dan Rodriguez

GUEST(S):

Elizabeth Salvi (Law Dept.), Robert P. Killeen, Edye Kershner and Josette Polzella) (West. Co. Assessor’s Assoc.), George Hosey (Co. CBAC & Co. Plan. Board).

The meeting commenced at 3:50 p.m. The only subject of the meeting was a proposal by Westchester Assessors to license Tax Reduction Companies. Leg. Latimer introduced the guests.

The guests, representatives of Westchester County Assessor’s Association (WCAA), suggested that many of these companies: (1) are misrepresenting themselves in the media by leading the public to believe that they are affiliated with the governmental agencies; (2) have neither certified or trained assessors, nor the man power to perform the jobs properly. The WCAA representatives explained that there has been an explosion of frivolous suits which are causing great hardship to the Boards of Review.

The WCAA representatives submitted to the Committee proposed legislation, and briefly discussed similar legislation of Nassau and Suffolk County . Nassau County went to their legislature to get their legislation enacted. Leg. Latimer requested that WCAA forward a one page letter noting the differences between the Nassau County’s legislation and the Suffolk County’s legislation.

The Committee will review WCAA’s proposed legislation and continue working on this matter.

The meeting ended at 4:35 p.m.
