The meeting commenced at 4:15 PM.
Leg. Wishnie advised the Committee that due to unexpected circumstances the invited guests, the Electricians Board, could not attend. Leg. Abinanti explained that they will meet among themselves and try to resolve some of the issues that were discussed. The County Attorneys office will continue to work with Legislator Wishnie to begin the process of drafting legislation.
Leg. Mosiello moved to open an Ethics file and move agenda items C-22, C-23, and C-26 into that file, second by Leg. Noto. All in favor [3-0].
The next item for discussion was agenda item C-28, copies of letters sent to all Westchester Mayors, Supervisors and School District Superintendents re: Sales Tax Exemptions.(9/9/96). Leg. Noto moved to receive and file, second by Leg. Mosiello. All in favor [3-0].
The next item for discussion was agenda item C-29, a copy of Hon. Leonard Spanos letter to the Chairman requesting the Board to pass legislation that would allow his office to issue personal identification cards. The Committee has tentatively scheduled the Clerk to come in to discuss this item for November 12, 1996, at 3:45 P.M.
Leg. Mosiello moved to create an Electrical Licensing law file and move agenda item C-30, a letter of support for the Electrician License Law, into that file, second by Leg. Noto. All in favor [3-0]. Committee on Legislation MINUTES, October 22, 1996 Page - 2 -
The next item for discussion was agenda item C-31, a Proposed Act amending act 78-1995 by extending the time for the special commission to study and make recommendations regarding the Public Financing of Campaigns for the County Executive, County Clerk, District Attorney and County Legislators. Leg. Noto moved to receive and file, second by Leg. Mosiello. All in favor [3-0].
The last item for discussion was agenda item C-32, a proposed Local Law to amend Chapter 826 of the laws of Westchester County, The Westchester County Solid Waste and Recyclables collection licensing law, so as to address the influence and the threat of the influence of organized crime in the solid waste and recycling industries operating in Westchester County. The Committee has tentatively scheduled the County Attorney to come in on November 19, 1996.
Leg. Noto moved to adjourn, second by Leg. Mosiello. The meeting ended at 4:35 P.M.
