The Chair, Andrea-Stewart Cousins called the Joint Meeting on Legislation and Labor to order at 1:20 p.m.
The joint meeting was opened with the Heart Bill which pertains to proposed legislation for Correction Officers who suffer from heart disease. The bill assumes the disease is related to performance of duty As a result, they would become eligible for Retirement Benefits
Mention was made that the Committee on Legislation passed a similar Home Rule message on this bill about two years ago to support a state-wide local option bill for all county correction officers. But, the bill was only signed into law by the Governor last year. Therefore, they are here to ask if the Committee on Legislation/Labor would support Westchesters participation in the new law by passing this home rule.
It was further stated that if this is subsequently approved, the benefit would be that a disabled employee would get ¾ of their salary. It was

further explained that the Heart Bill in essence benefits a person who has heart problems proven to be job related.
On a motion made by Maisano and Mosiello from the Legislation Committee, it was moved 7-0.
It was also moved by Oros, seconded by Ryan for the Labor Committee.
The next item discussed was a request for Home Rule message that gives the counties of Rockland and Putnam the authority to set up a licensing system for their taxicabs and limos. The second thing the bill does is if the Counties of Putnam and Rockland do pass local laws setting up their own TLC, it would allow them to enter into a reciprocal agreement with Westchester.
This legislation was moved by Mosiello and Maisano
All in favor: 7-0.
The Legislation Minutes for March 19th and March 26th were read and approved with motions of Latimer and Maisano. All in favor 7-0.

Mosiello made a motion to adjourn Labor portion of the meeting. It was seconded by Oros. All in favor: 3-0.
On a Motion by Maisano and seconded by Abinanti All in favor: 7-0. The Chair, Stewart Cousins adjourned the meeting at 2:34 pm
