SPECIAL COMMITTEE ON HOUSING
APRIL 3, 2000

The meeting was called to order at 3:35p.m. The minutes of March 20 were approved on motion of Legislator Spreckman and seconded by Chair Bronz.
Legislator Bronz said that George Raymond should be invited to visit the committee and discuss the Westchester County Housing Opportunity Commission Report. She also reported that her meeting with him was very productive. Mr. Raymond voiced his concern that some communities are ignoring the courts decision on what they should do with respect to affordable housing, and wants to talk to the committee about whether the legislators can do anything about it.
Legislator Bronz told Mr. Raymond that she will address this matter with some people who are in contact with judges to see about opening a dialogue, and the committee will discuss this at a future meeting.
Legislator Latimer suggested inviting the six communities in Mr. Raymonds report that exceeded their goals of production of affordable units, to be recognized by the Board of Legislators. Mr. Latimer also recommended sending a letter of appreciation to those communities that came within 20% or under in shortfall.
Legislator Latimer also said that the Administration should identify those parcels of land that they think may be suited for housing development and that it is legitimately a topic for Executive Session.

Legislator Bronz said that some changes were made to the Mission Statement on the Committee Blueprint, some of which were suggested by Legislator Kaplowitz and Legislator Spreckman.
Mrs. Spreckman moved that the amended Mission Statement be accepted as part of the Committee Blueprint, seconded by Mrs. Bronz.
Legislator Bronz said that she will ask Larry Dwyer, as a member of the business community, to join the committee and had left several messages.
Legislator Latimer said that he had attended a meeting of the Urban Land Institute, an organization of developers and financiers in real estate for which affordable housing is a priority. Mr. Kim Morque is the head of the Westchester-Fairfield/Chapter. Legislator Latimer suggested that Mr. Morque may be a resource to identify someone to join the committee and wants to host a breakfast meeting in the legislative chambers for ULI. The topic would be affordable housing. Legislator Latimer would like the committee to host this affair.
Mrs. Bronz expressed her desire to invite several people to one of the committees meetings to review the Mission Statement and goals and then decide whether they should be invited to be a member of the committee. Legislator Bronz also stated that she has mixed feelings about asking someone from the banking community to be on the committee, but thinks that those members who provide mortgages and access to money, should be aware of what the committee is doing.
Mrs. Bronz also said that:
*She is awaiting an update on the United Way project.
*The Administration is sponsoring training sessions on April 11,
12, and 13 for individuals interested in advocating affordable
housing in their communities, and Mrs. Dodds will attend.
*Would like to discuss taking the committee out into the
community.

Mr. Latimer reported that he is going to a meeting of the Larchmont-Mamaroneck Summit and will update the committee.
