COMMITTEE ON HEALTH AND THE MEDICAL CENTER

MARCH 23, 1999

Items Discussed:

 

          Chair Abinanti called the meeting to order at 2:30 p.m.  On motion of Mrs. Swanson, seconded by Mr. Abinanti, the minutes of March 16, 1999 were approved 2-0.

 

          Ms. Gay explained what the Epilepsy Foundation does.  She explained that epilepsy is a neurological condition.  2% of the general population in Westchester have epilepsy.  70% is controllable and 30% is not and most is of children under the age of 18.

 

          The Epilepsy Foundation provides intervention in the hospital.  They also supply support groups, school education, and help people by teaching daily living skills.  Most clients are multiply disabled.

 

          Local organizations affiliate with the National organization.  They receive funding from State Legislative grants, the Department of Health, Medicaid programs, and the Westchester County Department of Mental Health.

 

          They presently receive monies from Rockland and Orange Counties.

 

The Westchester Program costs $72,000 - contract 45,494 deficient 39,000.  The money they receive comes through the Mental Health Department. 

 

          Epilepsy is not a disease - it is a disorder.

 

          They have a Local Assistance Contract which covers education, rent and a staff person.

 

The Epilepsy Foundation is audited all the time and must meet State standards. 

 

Family Support - only with families in crisis and in trouble.  They are coached on the job and if they lose it the Foundation will assist in finding them a new one.

 

     The Committee will contact Commr. Friedman to see if there are any monies available for the Epilepsy Foundation.

 

          On motion of Mrs. Swanson, seconded by Mrs. Stewart-Cousins, the meeting adjourned at 3:10 p.m.
