Health and the Medical Center MINUTES, August 19, 1997
MEMBERS: Andrea Stewart-Cousins (Chair), Ursula La Motte, Lois Bronz, Suzanne Swanson.

The meeting commenced at 2:00 PM.
The first item for discussion was the minutes of July 29, 1997. Leg. Bronz moved to approve, seconded by Leg. Swanson. All in favor [4-0].
Next, the Committee discussed the minutes of July 31, 1997. Leg. Bronz moved to approve, seconded by Leg. Swanson. All in favor [4-0].
Next the Committee discussed EMSA. Leg. Stewart-Cousins shared with the Committee the EMSA contract which outlines the agreement with the County to date. The contract was discussed and items such as the time frame of the contract, the cost of the rate per inmate, and terms of the agreement were addressed. In addition, The IPRO Report was discussed. The Committee will forward a letter requesting a copy of the original IPRO report rather than the edited version. The Committee agreed to invite Commissioner Stancari to its meeting on Tuesday, September 9, 1997, to further discuss this matter.
Next the Committee discussed agenda item number 2, the working documents for the transfer of the Westchester County Medical Center

from the County to the Westchester County Health Care Corporation. The Committee will invite the County Attorney on Tuesday, September 2, 1997, to continue discussion of this matter.
Next the Committee discussed agenda item number 3, the annual report of the Westchester County Department of Health. Leg. Bronz moved to receive and file, seconded by Leg. Swanson. All in favor [4-0]. The Committee will formally request the 1996 annual report of the Westchester County Department of Health.
Next the Committee discussed agenda item number 4, a Gannett Newspaper article entitled "8 hospitals to share about $35M for transition to managed care." Leg. Bronz moved to receive and file, seconded by Leg. La Motte. All in favor [4-0].
Next the Committee discussed agenda item number 15, a letter directing the County Attorney to join Erie County in the prosecution of a lawsuit against the Tobacco Companies to recover damages on behalf of the people of the County of Westchester. The Committee agreed to send a "second request" letter to Greg Meehan the acting County Attorney.
Finally the Committee discussed a constituents letter and her concern regarding the 272 parking spaces adjacent to 145 Huguenot Street in New Rochelle, as one of the terms of the lease with Rotterdam Ventures Inc. Leg. Bronz spoke with Mayor Idoni, who stated that it is true that the parking structure will be demolished; however, in the interim, the City of New Rochelle will provide parking spaces in the immediate vicinity.
Leg. La Motte moved to adjourn, seconded by Leg. Bronz. The meeting ended at 2:30 PM.
