COMMITTEE ON HEALTH AND THE MEDICAL CENTER

JANUARY 29, 1996

PRESENT: Chairman: Andrea Stewart-Cousins, Members: Lois Bronz,

Sue Swanson, Ursula LaMotte Secretary: Lynne Creighton

 

John Cantor, Westchester County Medical Center

Harriet Goldberg, Westchester League of Women Voters

 

The meeting was called to order at 2:15 PM by Chairman Stewart-Cousins.

 

During a discussion about the quorum, Mrs. Bronz suggested setting it at three, but the quorum will be set at 2 until the committee is brought to full compliment. This was approved on motion of Mrs. Swanson, seconded by Mrs. Bronz.

 

Mrs. Stewart-Cousins listed some of the issues she would like the committee to focus on:

- Medicare and Medicaid and how services are being affected by

the funding cuts.

 

- The Governance issue.

 

- The Managed Care issue.

 

- Privatization and the effects on delivery of services.

 

Legislator Bronz would like to see monitoring of community health centers and their relationship with the county.

 

Legislator Swanson said that Greenburgh was the only one county-related and would like to be free of control by the county.

 

Mrs. Swanson also feels that the people in the communities need to be educated about the committee on Health and the Medical Center.

She would like to hold open meetings in different communities, possibly

in Greenburgh, to discuss managed care, with presenters and panels and

invite state legislators to participate. Mrs. Swanson also mentioned the

"Follow a Nurse" program, whereby you accompany a teaching nurse on

her rounds to get an idea of what a nurse’s day is like. This event is held

at the Westchester County Medical Center.

 

Legislator LaMotte said there was a need for more awareness of infectious diseases, and of the lead paint issue, and would be willing to hold an open

meeting in her community. She said the lead paint issue was discussed in Environment and suggested that Lynne get the minutes from the secretary

to the Environment Committee, which would provide more information on this issue.

 

Chairman Stewart-Cousins said that community-held health fairs should also be a consideration of the committee, in terms of participation and awareness.

 

There was a discussion on the Strategic Plan Study done on the hospital

three years ago, and Legislator Stewart-Cousins suggested that the committee meet with Commissioner Stolzenberg at the hospital to discuss the study and also tour the medical center.

 

Legislator Stewart-Cousins said that Board Chairman Oros had asked for a list of the committee’s major goals, to be submitted by February 15.

maintenance of inpatients at the Westchester County Medical Center.

(1/29/96) (Mr. Cantor will, at Chairman Stewart-Cousins request,

invite Commissioner Stolzenberg to a meeting to discuss this

issue.)

12. Proposed Local Law to require the Medical Examiner and his or

her office to be under the supervision of the County Commissioner

of Health. (1/29/96) (Also referred to COD)

of Health regarding the Federal Lead Based Paint Disclosure Rule.
