The meeting commenced at 12:15 PM. First Mrs. Paulin discussed a meeting that took place between the Lisa Linski, Robin Brown, Kenneth Lau, Pat Lempt, Salina Barron of CPS, and others. Mrs. Paulin noted that the things that came out of the meeting were:

  1. Recognition that Robin Brown as the Coordinator could if she was reached out to by service providers find out more information on a case and try to resolve any issues or conflicts. However the problem remains with the individual practitioners who might not know to do this.
  1. A discussion of what facts/factors Ms. Brown will need to know. There was a discussion on tracking however there still seems to be some confusion as to what the tracking will do. Ms. Barron pointed out that they are collecting data from the time of inception and one of things that they don’t know is the outcome at the County Attorney’s office. Ms. Barron noted to her knowledge the County Attorney’s office keeps a record as well. The focus of the next meeting will be data collection. Mrs. Paulin noted that the next meeting will be held on June 21st, at 3:00 PM at the D.A.’s office.

Next Leg. Noto welcomed Ms. Shirley Samuels. First Ms. Samuels explained that she is the Assistant Clinic Director for Preventive Psychiatry. She is the person who both receives and assigns sexual abuse cases and neglect cases. Mrs. Paulin questioned whether she worked with the families or the perpetrator. Ms. Samuels noted she works with children and families (although the perpetrator is part of the family). Her reaction to Mrs. Paulin meetings are:

  1. Tracking is needed. Knowing that the perpetrator has followed through is extremely important aspect of these cases.
  2. There is a growing concern that supervised visits are becoming unsupervised and this problem is due to the fact that one agency does not know what the other agencies are doing. Ms. Samuels emphasized that the coordination needs to be tighten-up.
  3. A directory/screening service is needed. Ms. Samuels noted that this project was commenced by Judy Burger, however she is no longer with organization and therefore it is at a halt. Ms. Samuels noted that many of the perpetrators ask to go to a private physician and after that there is no way of knowing that they follow-through with their required visits. Mrs. Paulin added that the private physician also does not know enough to contact CPS. Ms. Samuels stated that this is a concern because she does not know whether the private physicians are doing their job.

The Task Force agreed that Judge Cooney needs to be invited to discuss issues such as supervision, law guardians and education of judges.

The final item for discussion was the minutes of April 19, 1999. Leg. Bronz moved to approve, seconded by Leg. Noto. All in favor [2-0]. Leg. Noto moved to adjourn, seconded by Mrs. Paulin. All in favor [2-0]. The meeting ended at 1:00 PM.
