Task Force on Families

MINUTES, October 22, 1998

GUESTS: Tom Bond (Concerned Citizen), Carolyn Hedlund (MHA), Roberta Robertson (MHA,Program Director, CASA),

The meeting commenced at 11:35 AM. Leg. Noto welcomed the invited guests and asked Mr. Bond to discuss his topic first.

Mr. Bond noted that he has been through the system with regards to child support enforcement and his experience was horrendous. He explained some of his concerns. Leg. Noto stated that there have been some changes since the publishing of "Kids Can’t Wait" and the State is moving towards a more administrative process and thus they are issuing order faster administratively. In additon the court system is acting more aggresively. In the County, the new social services commissioner noted that he is committed to making changes. Mr. Bond noted that there were no objectives with adate.

Mr. Bond noted that he had two ideas. First, is that there is no measurement for the ideas within the Kids can’t wait. (like compling statitiscs about the length of time of filing and receiving money)

Second suggestion is a booklet on the what a person’s rights and responsiblities are. Mr. Bond felt that there was not enough information given to him. The Committee thought that this was a good idea.

 

Next The Court Appointed Special Advocates program was discussed. This a program which shorten the stay and reduces costs. This program has grown etc.. There are currently 23 community volunteers that The volunteers facilitate the system
